What you'll do

  • Lead and coach a team of 6-12 project managers with various experience levels to successfully track and deliver on a portfolio of capital projects and programs.
  • Provide expert advice and support to team members in the planning and execution of their projects and programs to ensure there are adequate strategies, budgets and plans for resourcing, procurement, regulatory, safety management, environmental management, quality management, risk management, Indigenous Relations, stakeholder engagement, etc. as required for achieving schedule, cost and other performance objectives.
  • Monitor the status of projects and programs within the portfolio and identify where and what interventions are required to address emerging risks and issues.
  • Maintain close relations with Asset Management, Engineering, Operations, and other internal stakeholders to anticipate and plan for upcoming projects and adjust in‑flight project priorities as required.
  • Participate with Integrated Planning in the process for the annual and quarterly release of projects and ensure there are adequate internal and external project manager resources with the appropriate skill set to deliver projects.
  • Support project managers in securing internal and external multidisciplinary resources that include Engineering, Operations, Indigenous Relations, Environment, Finance, Stakeholder Relations, Regulatory, Properties, Legal Counsel, Safety, etc. to successfully deliver on a large portfolio of capital projects.
  • Actively promote and support the development of team members through regular feedback and provide guidance and support for their personal development plans and year‑specific objectives.
  • Provide team leadership by collaborating with other Business Units and holding project teams accountable for project results. Remove barriers to project‑level issues and resolve escalations concerning project or resourcing issues. Encourage a collaborative approach to teamwork by drawing on others’ successes and sharing best practices across BC Hydro.
  • Provide guidance on the Project & Portfolio Management (PPM) practice, project planning, supply chain strategies, problem‑solving and opportunities to deliver capital projects efficiently and cost‑effectively.
  • Support PPM compliance across the portfolio and act as a project reviewer for projects within the portfolio. Ensure the quality of project documentation is aligned with the intent of the PPM practice and reflective of the complexity and risks of the project.
  • Identify and implement initiatives to improve delivery of capital projects and programs, including efforts to accelerate project schedules, take advantage of cost‑saving opportunities, and enhance project risk management.
  • Manage the flow and resourcing of staff and consultant project manager resources with the appropriate skill level to deliver the projects in the capital plan for the portfolio.
  • Support the project team and may lead high‑profile, sensitive and complex consultations and hearings with regulators, municipal and provincial government and crown corporations, interest groups, the public, and other stakeholders on a variety of issues of significant importance to BC Hydro.
  • Travel to meet with operations staff, construction management, First Nations and stakeholder groups in support of project managers during the planning, design and construction phases of a project.
  • Frequently represent BC Hydro as the “Contract Owner” or the “Hydro Rep” on construction or equipment contracts. Support project teams to reduce BC Hydro’s exposure to contract claims and participate in contract and claim negotiations with suppliers and contractors.
  • Review and approve time and expense claims, leave and rotation requests, travel requests, financial commitments and payments to FAAP limits.
  • Support mentorship programs as an active mentor and encourage mentoring relationships amongst Project Delivery personnel.
  • Regularly meet as a management team to discuss common issues, strategies, succession planning, development, lessons learned, workload, resourcing, recruitments, etc. to ensure consistency across the portfolios, in leading people and delivering quality capital projects on time and on budget within Project Delivery.
  • Support the Directors and VP Project Delivery on BC Hydro Board of Director decisions related to the delivery of capital projects.

What you bring

  • Bachelor’s degree in relevant discipline such as Engineering, Business, Environmental Sciences or an equivalent discipline.
  • Project Management Certification is preferred.
  • 9‑12 years related experience in areas of expertise preferably within an electric utility or similar heavy industrial / capital intensive environment, with extensive project management knowledge, skills and experience as demonstrated by successful management of major projects (>$75 million budget).
  • Ability to operate in a fast‑paced dynamic environment, adjusting strategies in response to changes in conditions or requirements that are often urgent in nature.
  • Exceptional, proven leadership ability in managing, motivating and developing a team.
  • Field experience engaging with facility/plant operations and construction management.
  • Extensive knowledge and understanding of BC Hydro’s business and the interdependencies of the various Business Units.
  • Expert knowledge of the PPM project would be asset.
  • Excellent report writing, communication, facilitation and negotiation skills.
  • Exceptional planning, organizational, analytical and problem‑solving skills.
  • Ability to analyze projects at very early stages to provide anticipated schedule and cost information for communications with customers.
