Responsibilities

PRIMARY PURPOSE

The Manager of Engineering Field Services leads the development, implementation, coordination and sustainment of engineering field services. This ensures CMBC assets operate safely, reliably and efficiently to deliver a transportation service model that is integrated within a multi-jurisdictional environment. Develops, approves and monitors Transit Centre fleets, related asset performance and KPIs (i.e. reliability, availability, etc.). Investigates asset failures and maintenance trends and implements in-service corrective actions or recommends rectifications. Supports introduction of new assets and their technologies into operation. Monitors regulatory and maintenance programs/policy compliance and provides recommendations to support the Sr. Manager, Engineering, Projects & Improvements.

Key Accountabilities

  • Oversees day-to-day Engineering Field Services department work (consisting of professional, technical and student positions).
  • Leads and develops the Engineering Field Services team, fostering a high performance, collaborative, and accountable culture.
  • Accountable for the development, preparation, monitoring and control of the department’s budget and non-capital expenditure.
  • Sets direction for Engineering Field Services support strategies across all CMBC transit centres to improve fleet and related assets performance, reliability, and safety.
  • Provides strategic oversight to ensure effective allocation of resources, enabling teams to respond to fleet with urgency and technical excellence to assist on issues of high complexity that are escalated by other maintenance teams.
  • Provides leadership in resolving highly complex and high-risk technical vehicle and related assets issues.
  • Guides team through root cause analysis, testing, and innovation.
  • Makes sound, timely decisions in ambiguous or escalated situations, ensuring solutions implemented align with safety, regulatory requirements, and organizational objectives.
  • Champions the development and use of asset performance indicators, data driven decision making, and continuous improvement methods.
  • Identifies maintenance issues and applies reliability and maintenance engineering principles to develop and implement solutions.
  • Oversees the approval of fleet specific modifications/campaigns, Technical Instruction Letters (TILs), Maintenance Bulletins, Driver Tech Advisories, and other engineering communications.
  • Ensures clarity, accuracy, and alignment with CMBC standards and objectives.
  • Builds strong working relationships with vehicle Original Equipment Manufacturers (OEMs), major component manufacturers, transit industry peers, and internal stakeholders.
  • Leads technical service meetings and issue resolution forums, ensuring open dialogue, accountability, and shared commitment to results.
  • Ensures Department’s activities remain in compliance with Engineers and Geoscientists of BC (EGBC) and all Legislation and Regulations (Federal, Provincial, and Local), professional, safety, and industry standards, while still ensuring solutions adhere to technical standards and regulations.
  • Exercises judgment when handling complex decisions relating to escalated issues falling outside standard practices.
  • Identifies emerging fleet risks and trends and advises senior leadership on issues requiring contractual or strategic escalation.
  • Influences strategic decisions across departments by communicating technical implications and advocating for engineering maintenance best practices.
  • Provides technical leadership and input on vehicle procurements, quality, acceptance standards, RFP evaluations, and technical specifications.
  • Offers technical leadership to support warranty claims, contributing to reduced lifecycle costs and improved asset stewardship.
  • Supports the Principal Engineer in the development and governance of complex maintenance strategies, maintenance programs or policies and technical standards to ensure the reliability, availability, maintainability, and safety for asset classes.
  • Makes recommendations for Preventative Maintenance Programs, EAM master data, and condition-based monitoring, including fluid analysis, telematics, and other complex reliability initiatives.
  • Provides technical leadership for the successful integration of new fleets, technologies, and maintenance programs into maintenance operations.
  • Supports in-service trials and pilots of new vehicle types, technologies or maintenance programs, ensuring effective evaluation, issue identification, and continuous improvement of new assets.
  • Oversees or supports incident investigations and major vehicle or component failures.
  • Ensures investigative findings drive corrective actions, improve maintenance practices, and prevent recurrence.
  • Provides leadership direction on risk management strategies related to fleet safety and reliability, including fires, high voltage, and pedestrian strikes.
  • Collaborates closely with Engineering Project and Technical Standards, Fleet Maintenance, Training, Inventory Procurement, Inventory management, Operations, Corporate Safety, Low Carbon Fleet Programs, and other partners.
  • Ensures Engineering Field Services contributes strategically to corporate initiatives, operational goals, and long term fleet planning.
  • Participates in the development of operating maintenance budgets and workplans within maintenance for related assets.
  • Manages reporting staff, including selection, development, coaching, managing performance, assigning/reviewing, work and all other people management practices including discipline related matters and terminations.

Qualifications

EDUCATION & EXPERIENCE:

  • Degree in mechanical/electrical engineering or equivalent discipline with Professional Engineer Designation (P.Eng.).
  • Seven (7) years previous experience in progressively responsible positions in maintenance engineering related to fleet engineering that involved training, development of vehicle and equipment maintenance procedures, procurement, troubleshooting, repairing and testing.
  • Supervisory experience of professional/technical staff, including Union negotiating experience.

Other Requirements

  • Expert knowledge of principles, theories, and practices in the designated engineering discipline.
  • Advanced knowledge on relevant standards, legislation, acts, and regulatory requirements pertaining to transit and/or heavy-duty commercial vehicle industry.
  • Advanced knowledge of transit operation and maintenance practices, including vehicle design and configuration is essential.
  • Advanced communication skills and interpersonal skills to build and maintain relationships with multiple internal and external stakeholders, with the ability to achieve consensus between groups and resolve complex, high-risk problems.
  • Advanced analytical thinking and problem-solving skills, to resolve critical escalated technical issues.
  • Advanced time management and organization skills to balance and coordinate effort across multiple, concurrent activities.
  • Ability to anticipate information required and proactively be prepared to discuss issues with both internal and external stakeholders.
  • Demonstrated leadership skills to guide, coach, and motivate team, promoting a culture of accountability, customer focus and continuous improvement.
  • Solid computer skills in standard office tools, including word processing, spreadsheet software, enterprise asset management and web-based systems.
  • Due to the nature of the 24/7 services CMBC provides, there may be times where late or extra hours are required.

Recruitment Process:

An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Schedule

37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $109,920 - $164,880 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
