Overview
As we move through a period of exciting transformation and organizational change, Professional Engineers Ontario (PEO) has an immediate opening for a Manager, Program Management to join our team.
Under the authority of the Professional Engineers Act, PEO licenses and governs over 91,500 licence and certificate holders and regulates the practice of professional engineering in Ontario. PEO’s mission is to regulate and advance the practice of engineering to protect the public interest. With a talented, multidisciplinary staff of over 100, PEO’s vision is to be a trusted leader in professional self-regulation.
Position Summary
The Manager, Program Management, works closely with the Director, Program Management Office (PMO), to ensure the smooth operation of the business unit by overseeing the day-to-day activities of the PMO team. Responsible for providing leadership, guidance and support to team members, project managers and stakeholders to ensure the delivery of desired outcomes on-time and on-budget.
Responsibilities
- Work closely with the Director, PMO on, and contribute to, the planning and implementation of the strategic plans, goals and initiatives across the organization.
- Assist the Director, PMO, in overseeing the overall portfolio of programs and projects, ensuring alignment with the organization's objectives and strategies.
- Coordinate the activities of a multi-disciplinary team.
- Ensure team members are carrying out their tasks efficiently and in accordance with established procedures.
- Support the daily functions, and the development and growth of the PMO team, by providing ongoing feedback, mentorship, guidance and training opportunities to enhance their skills and capabilities.
- Work closely with the Director, PMO, on the management of internal resources.
- Assist in resource allocation, including personnel, budgets and equipment, to ensure projects are adequately resourced and within budgetary constraints.
- Oversee the ongoing scheduling of program and project resources; including team members, staff from other business units and vendors; reviewing timesheets and tracking the time they put in and preventing and/or resolving any scheduling conflicts.
- Identify gaps and scope the requirements for additional or future team members, business unit staff and/or vendors, to bring to the attention of the Director, PMO.
- Identify opportunities and propose areas for optimization and improvement within the PMO, to increase overall program and project performance.
- Work with the Director, PMO, on enhancing departmental processes and on developing procedures that reflect industry best practices, to make the PMO team more efficient and effective.
- Assist the Director, PMO, with the periodic review of departmental capabilities, to determine the level of maturity attained, with the aim of becoming a fully integrated discipline within the organization.
- Promote collaboration, efficiency and best practices among team members and staff from other business units.
- Determine whether further support is required after the benefits of a program, or the deliverables of a project, have been transferred to the appropriate business units for ongoing maintenance.
- Establish, standardize and continuously evolve a formal project management methodology (e.g., Agile, Waterfall, Hybrid) tailored to organizational needs, including governance frameworks, templates, tools and best practices.
- Assist the Director, PMO, on program facilitation and governance through high-level planning, organizing, coordinating and monitoring of the implementation activities.
- Ensure the coordination, integration and prioritization of program activities and project tasks to make good use of resources (including those of other business units and vendors) and to minimize scheduling conflicts.
- Lead programs and projects at the discretion of the Director, PMO, depending on the nature of the initiative and/or resource availability.
- Oversee the planning and execution of projects by the PMO team.
- Ensure consistent implementation of methodology and tools according to PMO standards.
- Verify the best approach (waterfall, agile, hybrid, etc.) has been adopted for each software development project.
- Ensure that program and project artifacts such as roadmaps, risk registers, stakeholder maps and other documents are regularly updated and properly archived upon closure.
- Work with the Director, PMO, along with the PMO team, on evaluating the performance of programs and projects to learn and improve for future initiatives.
- Ensure that project costs have been properly estimated.
- Assist the Director, PMO, with estimating budgetary needs for upcoming planning cycles.
- Monitor and promote quality standards across projects, ensuring that deliverables and overall project outputs meet or exceed the established quality criteria through proper testing and control as applicable.
- Ensure consistent reporting on programs and projects according to PMO standards.
- Foster strong, collaborative relationships with internal and external stakeholders, including strategic partnership with the IT department, to enable integrated and successful project collaboration and delivery.
- Identify, assess and manage potential risks and issues associated with various projects, developing and/or suggesting mitigation strategies and contingency plans as needed.
- Work with the Finance department to support the procurement and contracting processes of goods and services for programs and projects in alignment with PEO’s policies.
- Process and/or ensure the processing of program and project vendor invoices.
- Ensure the accurate tracking of issues and change requests across programs and projects.
- Collaborate with business units and stakeholders to drive cross-workstream escalation and issue resolution.
- Assist the Director, PMO, in the preparation and ongoing maintenance of comprehensive reports, presentations, documentation and other forms of communication for senior management and stakeholders, providing accurate and timely updates on program and project progress, milestones and potential obstacles.
- Develop, implement and maintain a centralized repository of project documentation standards, templates and guidelines to ensure consistency, clarity and repeatability across all programs and projects.
- Other duties as assigned
Qualifications/Skills
- Bachelor in field of Business Administration or other relevant post-secondary education
- Excellent project management skills and/or project management certification
- Strong knowledge of project and program management methodologies (e.g., Agile, Waterfall, hybrid) and PMO best practices
- PMP certification is considered an asset
- Good working knowledge of MS Office and other software solutions related to project management such as Smartsheets, MS Project, Azure DevOps & Asana
- Minimum 5 years of project management experience
- Minimum 5 years of experience working with business applications
- Experience communicating with diverse audiences from external vendors to senior-level executives
- Experience building relationships with clients
- Experience combining business acumen and a technical skillset
Hybrid Work Environment
We have embraced hybrid working, and for us this means coming to the office twice a week. However, if you wish to work in the office more often, you are welcome to.
Anticipated Salary
The estimated annual salary for this role is $125,000-$136,000.
