Position Overview

The Manager, Systems Engineering provides strategic leadership and oversight of the Systems Engineering function to drive high-quality outcomes and sustained value. This role sets priorities, aligns work to organizational objectives, and ensures effective execution across projects and operations. The Manager leads and develops a high-performing engineering team, manages performance, and fosters accountability and continuous improvement.

The Manager is accountable for risk management, reliability, performance, and quality of infrastructure services delivered to OCHIN and its members. Responsibilities include evaluating systems and processes to improve efficiency and scalability, managing resources responsibly, and overseeing design, implementation, and support of systems and infrastructure technologies.

Essential Duties

  • Own reliability, performance, availability, and lifecycle management of a 24x7 production infrastructure environment.
  • Set and improve platform standards including monitoring, patching, access controls, and configuration baselines.
  • Lead and develop a team of Systems Engineers.
  • Ensure effective 24x7 operational coverage including incident response and escalation management.
  • Manage infrastructure incident response, change execution, and risk management.
  • Lead structured change management practices.
  • Partner with application owners and cross-functional leaders.
  • Establish team priorities aligned to organizational goals.
  • Monitor and report on service performance metrics.
  • Communicate infrastructure performance, incidents, risks, and changes.
  • Identify and implement process and system improvements.
  • Provide leadership oversight for infrastructure operations.
  • Participate in long-term infrastructure and architecture planning.
  • Oversee onboarding, training, and staff development.
  • Maintain vendor relationships, contract management, and budget accountability.
  • Foster a culture of accountability, collaboration, and continuous improvement.

Requirements

  • Bachelor's degree in IT, Computer Science, or related field; or equivalent experience.
  • 7-10+ years progressive experience in infrastructure engineering or operations.
  • 3-5 years people management experience.
  • Experience managing enterprise infrastructure including data center, network, storage, compute, and cloud.
  • Experience with AWS, Azure, hybrid architecture, and cloud migration.
  • Experience supporting high-availability environments including disaster recovery and business continuity.
  • Proven leadership of teams responsible for 24x7 critical infrastructure services.
  • Experience establishing SLAs, reliability targets, and operational metrics.
  • Experience with incident management, root cause analysis, and service improvement.
  • Capacity planning, lifecycle management, and performance optimization experience.
  • Strong communication skills for technical and non-technical audiences.
  • Experience leading change management and ITIL-based processes.
  • Experience managing infrastructure costs, vendor relationships, or cloud consumption.

Preferred Qualifications

  • Experience in healthcare IT environments with HIPAA, HITRUST, or regulated frameworks.
  • Familiarity with Epic infrastructure dependencies.
  • Experience supporting large-scale, multi-tenant or member-based environments.

Physical Requirements/Work Environment

  • Frequent interpersonal skills, teamwork, mentoring, presentations, and teaching.
  • Regularly required to sit, stand, walk, use hands, and reach.
  • Virtual home-office environment requiring camera use for meetings.
  • Use of standard office equipment.
  • Travel required for go-live installations or training.

Work Location and Travel

  • 100% remote organization with no physical corporate office.
  • Employees work remotely from home.
  • Nationwide travel up to 12% for on-site Go Live support.
  • Requirements include independent work from home office, high-speed internet, and distraction-free workplace.
