Job Summary

We are seeking a highly qualified and licensed healthcare professional—Registered Nurse (RN), Licensed Clinical Social Worker (LCSW), or Marriage and Family Therapist (MFT)—to serve as a Clinical Supervisor supporting the U.S. Army’s New Parent Support Program (NPSP) in Europe. This role is integral to enhancing the Family Advocacy Program (FAP) by providing clinical oversight, training, and support to Home Visitors (HVs) working with military families.

Qualifications

Education:

  • Bachelor of Science in Nursing (BSN) from an ACEN or CCNE-accredited institution
  • OR Master’s degree in Social Work (MSW) from a CSWE-accredited program
  • OR Master’s degree in Marriage and Family Therapy (MFT) from an accredited institution

Licensure:

  • Current, full, active, and unrestricted license as a Registered Nurse (RN), Licensed Clinical Social Worker (LCSW), or Licensed Marriage and Family Therapist (LMFT)
  • Licensure must be valid in one of the 50 U.S. states, D.C., Puerto Rico, Guam, or the U.S. Virgin Islands

Experience:

  • Minimum of 5 years of direct experience in one or more of the following areas:
    • Child abuse prevention
    • Family and children’s services
    • Counseling for dysfunctional couples or families under stress
    • Parenting programs
    • Work with hostile or violent individuals

Responsibilities Include (but are not limited to):

  • Supports the Army’s New Parent Support Program (NPSP) for expectant and new parents augments and expands the existing Family Advocacy Program (FAP); Army Regulation (AR) 608-18.
  • Coordinate appropriate referrals to community and other Government agencies for services.
  • Independently assess the psychosocial functioning and needs of patients and their family members and formulate and implement a treatment plan, identifying the patient’s problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment team.
  • Independently provide counseling and/or psychotherapy services to individuals, groups, couples, and families. Must practice within the bounds of the license or certification.
  • Provide consultation services to other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.
  • Participate in professional peer review case conferences, research studies, or other organizations required at the Garrison.
  • Demonstrate knowledge and understanding of family growth and strengths, stages of child development, and the emotional needs and stresses of deployment, separation, homecoming, and reunion.
  • Provide and establish a clear and productive learning environment.
  • Demonstrate the ability to use tact and sensitivity while establishing a clear and productive learning environment.
  • Use computer software and automation systems.
  • Perform assessments, interviews, teaches, trains, implements prevention programs in a military/DoD community.
  • Serve as “Vendor Representative” in the European Contractor Online Processing System (ECOPS) system and assist NPSP HV applicants in their completion of ECOPS applications.
  • Support incoming NPSP applicants who are required to submit information for background checks.
  • Provide clinical level administrative supervision and training to NPSP HVs.
  • Provide clinical administrative supervision and training, of the HVs, and to interface with the COR to resolve any issues related to employee performance.
  • Provide in-processing training to newly hired NPSP HVs.
  • Consult and coordinate changes to the NPSP HV locations with the Installation Management Command – Europe (IMCOM E) Family Advocacy Program Manager (FAPM), who makes the final determination.
  • Coordinate annual training for the NPSP HV’s with the IMCOM FAPM and other professionals to create an inclusive training for the footprint.
  • Serve as subject matter expert, and first line consultant to NPSP HV’s who require case consultation and support.
  • Be available to liaison with IMCOM E. FAPM to provide updates on hiring actions for vacant NPSP HV positions

DOCPER/SOFA/Logistical Support Status

This position is eligible for support under NATO Status of Forces Agreement (SOFA) supplemental agreement articles 72 or 73.
