Program Manager

About

We are seeking a Program Manager to lead onsite Medical Support Assistant (MSA) staffing at the NIH Clinical Center. This is a full-time, onsite role with no remote option. Position is contingent upon contract award.

Responsibilities

• Manage staffing coverage across all shifts, including nights, weekends, and holidays
• Serve as the day-to-day liaison with NIH supervisors and the Contracting Officer's Representative
• Recruit and onboard MSA candidates; deliver resumes to NIH within five business days of a request
• Approve staff leave only after confirming trained coverage is in place
• Review and approve weekly timecards, including shift differential hours
• Conduct mid-year and end-of-year staff performance reviews
• Ensure all staff complete mandatory NIH orientation and annual training
• Attend weekly meetings with NIH and submit required reports on time

Qualifications

• Bachelor's degree in a related field or equivalent experience
• 3+ years managing staffing contracts in a clinical or government setting
• Familiarity with Service Contract Act (SCA) requirements
• Proficiency in Microsoft Office
• Ability to obtain an NIH Personal Identity Verification (PIV) badge

Work Environment

• Onsite in Bethesda, MD — Monday through Friday, 7:30 a.m. to 4:00 p.m.
• Periodic schedule adjustments required to assess evening and night shift staff
• Must be reachable for staffing emergencies outside standard hours
• Position is emergency essential — must report during government closures and inclement weather
