About the role

Duties

  • As an analysis leader or consultant on application of operations research analysis (ORA) methods and tools on a larger study team, conducts and makes substantive contributions to complex cyberspace operations planning and assessment studies.
  • Represents the J8 and Command at appropriate venues to influence selection of additional assessment topics and in‑depth analysis of complex issues where it is difficult for subject matter experts to achieve common understanding.
  • Engages in and contributing substantively to iterative discussions with relevant stakeholders, which often yield additional insights and complicating features that must be incorporated into ORA models.
  • Contributes to integration of strategic assessment findings into the specific forms required by the DoD program planning process.
  • Defines and executes project plans for the conduct of own strategic assessments, as well as those requiring team effort.
  • Maintains awareness of and, as appropriate, integrates other DoD strategic assessments that would potentially inform assigned efforts to avoid duplicating underway assessments or regenerating already‑available findings.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
  • Must undergo and successfully complete an initial and periodic Counter‑Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019‑R.
  • Must be able to obtain and maintain a Top Secret with access to SCI Security clearance.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

To qualify based on your experience, your resume must describe one‑year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by

  • utilizing operations research analysis (ORA) concepts and quantitative techniques to conduct complex cyberspace operations planning and assessment studies;
  • planning and conducting strategic assessments to include planning the objectives, documenting and reporting findings both orally and in writing, to a wide range of audiences;
  • translating program objectives into feasible studies, while managing timelines and financial constraints to document impact, risk, and feasibility.

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject‑matter courses requiring substantial competence in college‑level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
