About the role

Position Title:
HR & Finance Support Specialist (Contract) – Independent Federal Agency

Contract Duration:
Immediate start – Temporary/contract position ending September 30, 2026

Work Schedule & Location:

  • In‑person – Monday through Friday
  • Core hours: 8:00 a.m. – 4:30 p.m. or 9:00 a.m. – 5:30 p.m. (flexible within this window)
  • Downtown Washington, DC

Compensation:

  • $32 per hour (starting rate)

Reporting To:

  • Chief Financial Officer (CFO)
  • Chief Human Capital Officer (CHCO)

Key Responsibilities

Area Duties
Writing & Reporting • Draft clear, concise documents and assist in preparing the Office of Management and Budget (OMB) Budget Request and other agency reports as needed.
Student Loan Repayment Program (SLRP) • Implement and manage the agency’s monthly SLRP, ensuring accurate processing and compliance.
Audit Support • Compile documentation under tight deadlines to support Finance and HR teams during financial‑statement audits.
Payroll Review & Analysis • Review payroll reports, identify discrepancies, and collaborate with Finance, HR, and leadership to resolve issues.
Government Finance Experience • Apply knowledge of federal finance processes and regulations to daily tasks.
Personnel Action Processing • Prepare Request for Personnel Action (SF‑52) per OPM guidelines.
• Initiate and process personnel actions using NFC systems (EPIC and related mainframe platforms).
Electronic Official Personnel Folder (eOPF) • Maintain employee records in eOPF, adhering to General Records Schedule (GRS) requirements.
Time & Attendance (T&A) Administration • Review timecards, troubleshoot system issues, and respond to employee/supervisor inquiries.
Coordination & Issue Resolution • Work with HR, Finance, and NFC service providers to resolve personnel and payroll matters.

Required Qualifications

  • Strong written communication skills; ability to produce clear, concise reports and documents.
  • Experience with government finance functions and related regulations.
  • Familiarity with Student Loan Repayment Program (SLRP) administration.
  • Proven ability to compile audit‑support documentation under tight deadlines.
  • Experience reviewing and analyzing payroll data; capable of troubleshooting and issue resolution.
  • Knowledge of OPM personnel processing guidelines and ability to prepare SF‑52 forms.
  • Hands‑on experience with NFC systems (e.g., EPIC) and mainframe platforms for personnel actions.
  • Experience maintaining eOPF records in compliance with the General Records Schedule (GRS).
  • Background supporting Time & Attendance (T&A) processes, including timecard review and system support.
  • Ability to coordinate effectively across HR, Finance, and external service providers.

Preferred (Not Required) Qualifications

  • Working knowledge of Oracle Federal Financials.
  • Experience with G‑Invoicing for intra‑governmental transactions (IGT).

  • Experience initiating and processing personnel actions in NFC systems such as Entry, Processing, Inquiry, and Correction System (EPIC) and related mainframe platforms.

Responsibilities
