The Air Force Civilian Service (AFCS) is looking for a full time Management and Program Analyst, (GG-0301-14), performing as the Personnel Management Analyst, at the Office of Competitive Activities (SAF/OC), on Fort Washington, in Fort Washington, Maryland.
Salary ($143,913 - $187,093) based on experience.

Depending on the type of position you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.
Qualifications/Requirements
In this position, you will serve as expert and key advisor to the Director, Office of Competitive Activities (SAF/OC), providing planning and execution of strategic and operational personnel policy and process for unique and challenging program concepts and development. Provides subject matter expertise on the interpretation and application of regulatory guidance and processes and procedures. Provides advisory services on issues of intensity and breadth that normally require input and assistance from other analysts and subject-matter experts throughout Air Force and Department of Defense. Provides decision makers with authoritative advice regarding civilian personnel and manpower policies, procedures and associated systems. Evaluates requirements for additional resources submitted by Capability Program Directorates and program customer activities, and balances organization needs with overall mission requirements and resource interests. Establishes tracking methodologies to enable the organization to make certain that government needs are met and validated, and that economy and quality of operations are maintained or improved. Tracks projects and work effort, and collaborates with supported and supporting activities, to ensure project objectives are satisfied. Provides expert advice to Director and Deputy Director, SAF/OC concerning significant personnel issues and problems. Collaborates and plans with other subject matter experts, managers and other appropriate personnel to negotiate, facilitate, coordinate and/or integrate organization operation and interests of other organizations.

- Must be able to obtain and maintain and “Top Secret” security clearance with access to Sensitive Compartmented Information (SCI)
- Mastery knowledge of Department of Defense (DoD) and United States Air Force (USAF) organizations, associated legislation, policies, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to unique and sensitive situations in Civilian Personnel arenas under varying degrees of management control.
- Extensive knowledge of USAF and DoD Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of the duties and responsibilities of each of the Directorates in order to adequately provide support.
- Extensive knowledge relating to civilian personnel management, manpower management, related management information systems, and common project management practices, procedures, regulations, precedents, guidelines, concepts, principles, and practices.
- Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
- Extensive knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, USAF, and other entities that govern, interface with, and/or influence the manpower and personnel process.
- Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems.
- Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information.
