PMO Program Manager Senior (Project Controls)

About

The PMO Program Manager Senior (Project Controls) will support Digital Technology (DT) Capital Planning (Project Portfolio Management) to ensure successful project execution of an expanding technology portfolio.

This role involves providing expertise in IT project governance, ensuring compliance with IIJA Supplemental Grants, FRA, and Enterprise governance requirements, aligning the waterfall process with the agile way of working, supporting the implementation of Enterprise Project & Portfolio Management (EPPM), and supporting other ongoing project management process improvement initiatives.

A successful candidate must have expert level of schedule management experience, excellent communication skills, great attention to details, and a can-do attitude. Experience with Scaled Agile Framework (SAFe), grants compliance, financial forecasting, and process automation is required.

Responsibilities

• Act as the subject matter expert to support the requirements gathering and implementation of Masterworks as the Enterprise Project & Portfolio Management (EPPM) platform
• Collaborate with the Agile Transformation team to re-align waterfall processes with Scaled Agile Framework (SAFe). Lead process mapping and automation and template development
• Drive capitalization targets through vigorous project financial and accounting management
• Act as a subject matter expert on project governance during internal and external audits or assessments, including but not limited to Enterprise, OIG, FRA, and IIJA audits
• Maintain SharePoint sites, tools, templates, and identify process automation opportunities

Essential Functions

• Relentless improve, automate, and streamline internal processes
• Support the refinement and implementation of IT project governance frameworks, methodologies, and processes aligning with SAFe
• Ensure compliance with project governance standards, policies, and procedures across all DT projects
• Provide expertise and guidance on project control practices, including scope management, schedule management, cost management, and risk management
• Monitor and assess project performance against established metrics and key performance indicators (KPIs)
• Conduct regular project audits and reviews to identify areas for improvement and ensure adherence to governance requirements
• Provide training and guidance to project teams on project governance processes, methodologies, and tools
• Collaborate with cross-functional teams to align project control practices with organizational standards and best practices

Minimum Qualifications

• PMP in good standing
• BA or BS degree in a relevant field
• Minimum 9 years of relevant work experience with a Bachelor's degree or any equivalent combination of education and work experience
• Must be an expert user in Excel and comfortable working with large data sets.
• Proficiency with Word, PowerPoint, SharePoint, Visio, MS Project
• Scaled Agile Framework (SAFe) certification a plus
• Experience with Microsoft SharePoint and Teams administration and design a plus
• Excellent writing skills. Experience with Standard Operating Procedure or knowledge base documentation development a plus
• Must have excellent independent research skills and ability to draw actionable insights from raw data
