About

Under the authority of the Minister of the Armed Forces, the Defense Digital Agency (CND) is responsible for providing efficient and resilient digital support for operations and facilitating the construction of tomorrow's combat system around digital technology and data. It provides digital support that enables the Ministry of the Armed Forces to function on a daily basis, manages its allocated budget, and reports on the results obtained to the National Representation.

Thus, the CND directs, operates, and supports the infrastructure networks, the shared ministerial digital foundation, and the information and communication systems (IS) entrusted to it.

Missions

You will be the first product manager. Your mission: transform this technical ambition into a product that truly serves its users and ensure its adoption. You will work closely with the technical lead and the cloud coherence architect to ensure coherence between product vision, technical decisions, and ministerial coordination. You will have autonomy in your decisions as long as they align with the macro direction.

You will be in charge of:

• Co-construct the product vision with the technical team and stakeholders
• Structure and prioritize the backlog in a context where sovereignty, security, and usability must coexist
• Interview users (other ministry teams, developers, ops) via established relays and directly
• Define KPIs and OKRs to measure the real impact of the product and guide continuous improvement of the platform
• Articulate business needs, constraints (regulatory, security, resilience), technical reality, and user experience — in needs gathering mode as well as through offering-led challenges
• Protect the technical team from organizational complexity so they can focus on building
• Embody the product mode and contribute to its diffusion within the organization (methods, rituals, culture)
• Drive adoption: support early users, gather feedback, adjust the roadmap
• Detect opportunities for innovation and quality improvement

Profile Sought

We are looking for an expert product manager (10+ years of experience), capable of structuring the vision of a sovereign platform, guiding its realization, and ensuring its large-scale adoption within the ministry.

Experience

• Significant experience in product management, ideally on infrastructure/cloud/DevOps products
• You have already navigated complex organizations and know how to maintain a product line with high-level stakeholders
• Bonus: you have already contributed to establishing a product culture in an organization that did not have one

Technical Skills

• Solid knowledge of cloud concepts (IaaS, PaaS, IAM, orchestration, distributed storage...)
• You don't need to have been a dev or ops, but you must be technically sharp enough to be credible and respected among experts — and to challenge their choices when necessary
• If you haven't mastered the entire stack yet, you learn very quickly

Posture

• You can withstand pressure from demanding stakeholders without losing your focus or calm — you will be supported by your hierarchy and management in these moments
• You know how to face organizational complexity rather than passing it on to the team
• You are comfortable with ambiguity and progressive construction in a constrained environment
• You know how to say no and justify prioritization choices
• You understand the stakes of technological 'sovereignty' (stack mastery vs. service consumption)
• You want to lay the foundation for solid product practice, not just manage a backlog
