POSITION SUMMARY:

The Program Director, Technical Services is a senior technical leader responsible for the development, execution, and performance of Technical Services programs across Utility, Industrial, and Commercial markets. This role leads a team of Technical Service Representatives (TSRs) and provides subject matter expertise in electrical power systems, supporting maintenance, testing, commissioning, and emergency service work.

The Program Director plays a critical role in bridging operations, project management, and clients by developing detailed technical scopes, pricing strategies, and client-facing proposals. This position ensures work is technically sound, commercially viable, and aligned with customer requirements and company standards.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Lead and manage a team of Technical Service Representatives (TSRs), providing technical guidance, mentorship, and performance oversight
  • Act as the senior technical authority for service offerings including maintenance, testing, commissioning, and emergency response for electrical power systems
  • Develop detailed scopes of work, methodologies, and execution plans in collaboration with Operations, Project Managers, and field teams
  • Support pricing and proposal development, ensuring technical accuracy, risk identification, and alignment with margin expectations
  • Partner with Business Development and Estimating to prepare client-facing submissions, proposals, and technical presentations
  • Review and validate technical requirements, specifications, and drawings to ensure constructability and execution readiness
  • Drive standardization of service offerings, procedures, and technical documentation across the Technical Services program
  • Support contract execution by providing technical oversight, resolving complex field issues, and ensuring quality of deliverables
  • Collaborate with cross-functional teams to align service capabilities with construction and equipment opportunities
  • Identify opportunities to expand service offerings, improve efficiency, and enhance recurring service revenue streams
  • Ensure compliance with Quality, Environmental, and Health & Safety standards across all technical service activities
  • Contribute to workforce planning, training, and development of technical talent within the TSR team

CANDIDATE PROFILE:

  • Minimum 8–12 years of experience in electrical power systems, technical services, or field service environments
  • Proven experience leading or mentoring technical teams (TSRs, field engineers, or service specialists)
  • Post-secondary education in Electrical Engineering, Engineering Technology, or a related discipline (or equivalent industry experience)
  • Strong technical expertise in power systems including testing, commissioning, maintenance, and troubleshooting
  • Experience developing scopes of work, technical proposals, and supporting pricing/estimating processes
  • Solid understanding of field execution, constructability, and service operations
  • Strong commercial awareness with the ability to balance technical solutions and cost considerations
  • Experience working across Utility, Industrial, and/or Commercial sectors
  • Excellent communication skills with ability to interface with clients, internal stakeholders, and field teams
  • Familiarity with applicable industry standards, codes, and safety regulations
  • Experience in union and/or non-union environments considered an asset
