Duties

As a Program Management Specialist, you will:

  • Define business objectives, create detailed work plans, and prioritize tasks for your team.
  • Lead and oversee work plans through subordinate managers and supervisors, assigning tasks according to priorities and employee capabilities.
  • Evaluate the effectiveness of program implementation.
  • Provide guidance and support to subordinates on administrative and technical challenges.
  • Develop and maintain relationships with executives and officials across IRS divisions, ensuring effective communication and collaboration.
  • Create performance standards and assess the work of managers and supervisors, serving as a key figure for performance evaluations and recognition.
  • Address and resolve employee grievances and complaints escalated to the second level.
  • Make decisions on routine and non-routine personnel actions, including training and promotions.
  • Mentor subordinate managers and employees, tailoring approaches to their specific needs.
  • Identify and implement strategies to enhance departmental efficiency and work quality.

Specific Duties of This Position Include:

  • Coordinating with internal stakeholders and other functions to address program issues and support organizational objectives.
  • Overseeing taxpayer interactions and case processing, ensuring compliance with established standards.
  • Identifying operational challenges and implementing solutions to boost efficiency and effectiveness.

Requirements

  • Probationary Period - A person required to complete a probationary period must do so if they are transferred, promoted, or reassigned before completion.
  • Supervisory Probationary Period - A 1-year supervisory or managerial probationary period applies unless already completed.

Qualifications

Federal experience is not mandatory; experience in public sector, private sector, or volunteer service will be considered. Ensure full credit for your experience by clearly indicating your dates of employment and hours worked in your resume.

Qualification Requirements:

Specialized Experience: One year of supervisory or program management experience at the GS-11, 12, or 13 level is required, which should include:

  • Applying management techniques and labor relations concepts to optimize the use of personnel and resources.
  • Experience in compliance programs and staff hour planning to manage operational functions effectively.
  • Addressing performance gaps through quality reports and root cause analysis, leading to training and procedural improvements.
  • Working with systems that affect workflow and quality management.
  • Managing budgetary and fiscal responsibilities.
  • Utilizing communication skills for effective interaction with various stakeholders.
  • Applying regulations and procedures relevant to the management of programs.

Additionally:

  • Candidates should have completed at least 90 days of federal service since their latest competitive appointment.

Education: A degree from an accredited institution is required, and foreign education must be evaluated for equivalency.
