Summary

The Program Manager serves as the single point of accountability for the entire CPOC 2.0 contract. This individual is responsible for delivering all PWS requirements (Telephone & Switchboard Services, Case Processing, Continuous Vetting Alert Processing, and Program Management) while ensuring seamless transition from the incumbent and full operational readiness on Day 1 post-Phase-In.

Key Responsibilities

  • Provide daily leadership and oversight of all contract performance, including resource allocation, staffing, quality, schedule, and cost control.
  • Serve as the primary interface with DCSA COR, ACORs, and KO for all technical, financial, and contractual matters.
  • Direct execution of Case Processing (application ingestion, case maintenance, item-level processing, post-closing, expedited work) and Continuous Vetting Alert Processing (≈2.68M alerts/year).
  • Oversee Telephone & Switchboard Services to ensure 24/7/365 availability.
  • Manage the 90-day Phase-In/Phase-Out periods, including incumbent rebadging, GFP laptop integration, and TW2.0 transition readiness.
  • Ensure compliance with the Contractor's Quality Control Plan and all reporting requirements.
  • Lead post-award conference and quarterly progress meetings (virtual or on-site as directed).
  • Maintain surge/contraction capability (±25% staffing) while retaining critical skills.

Minimum Qualifications

  • Bachelor's degree (or equivalent) in Business, Management, or related field.
  • Minimum 5 years of progressive program management experience on contracts of similar magnitude, scope, and complexity (high-volume case processing / personnel vetting / data operations).
  • Demonstrated success managing federal IDIQ contracts with annual values exceeding $50M and 700+ FTEs.
  • Strong knowledge of DoD/DCSA personnel vetting processes and Continuous Vetting operations.
  • Excellent communication, leadership, and stakeholder-management skills.

Preferred Qualifications

  • CMMI Level 3 or ISO 9001:2015 implementation experience.
  • Prior DCSA or personnel-vetting program management background.
