Duties

As a PROGRAM MANAGER (ENABLING SCIENCE) at the GS-0340-14 some of your typical work assignments may include:

  • Oversee the complete life-cycle of major, complex research and development programs, managing all aspects including cost, schedule, performance, and risk.
  • Develop and direct the execution of multi-year program strategies, which includes the detailed management and tracking of procurement packages to ensure timely obligation of funds.
  • Provide expert advice and recommendations that shape the long-range strategic direction of the division's technology portfolio by analyzing national security directives and capability gaps.
  • Lead the integration of complex technical projects across various military services, government agencies, and industry partners to ensure alignment with strategic goals.
  • Direct the formulation, justification, and defense of substantial, multi-million dollar program budgets throughout the entire Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Maintain strict oversight of financial execution, ensuring spend plans are accurately implemented, and lead efforts to identify and secure new funding opportunities for the division.
  • Serve as a key technical expert and trusted advisor in high-level meetings with senior military leaders and industry partners, leading negotiations and influencing stakeholders to gain support for critical initiatives.

Requirements

  • Must be able to obtain and maintain a TOP SECRET/Special Compartmentalized Investigation (SCI) security clearance.
  • This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 2 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
  • Must consent to and pass pre-employment drug testing and random drug testing thereafter.
  • Travel in the performance of temporary assignments may be required (up to 10%). Travel may be required to locations within and outside the continental United States.
  • Must be able to obtain and maintain a valid passport.
  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position.
  • OGE 450 - annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.
  • Must be a U.S. Citizen.
  • Work Schedule: Full-time.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Suitable for Federal employment, determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Overtime: Occasionally.

Qualifications

You may qualify at the GS 14, if you fulfill the following qualifications:

  • One year of specialized experience equivalent to the GS-13 grade level in the Federal service, military or private sector:
    • Directing the full life-cycle of complex, multi-year Research & Development (R&D) programs, applying DoD acquisition principles to control cost, schedule, performance, and risk, executing procurement packages to guarantee timely funding.
    • Analyzing national security directives and joint capability gaps within the chemical and biological defense Science & Technology portfolio to define future program requirements and launch new, high-impact Research, Development, Technology, Test and Evaluation (RDT&E) programs.
    • Formulating, justifying and defending multi-million-dollar budgets through all phases of the PPBE (Planning, Programming, Budgeting, and Execution) process, advocating for resources before senior review boards, enforcing rigorous financial oversight.
    • Representing an organization by negotiating and influencing senior military leaders, industry executives, and inter-agency partners to build consensus for national security initiatives.
    • Spearheaded strategic integration of complex technology development across military services and government agencies, developing new analytical techniques to resolve critical problems in programs of national significance.

  • Substitution of education may not be used in lieu of specialized experience for this grade level.

  • This position DOES NOT meet criteria for re-employed annuitant.
