Duties

Term Appointments: To meet agency needs, this position will be filled under a time-limited appointment, not-to-exceed (NTE) 09/30/2029. This is not a permanent appointment, and does not allow for conversion to a permanent competitive service. You will be separated when the NTE date of this appointment is reached.

Probationary Period: The first year of service of a term employee is a probationary period regardless of the method of appointment. Prior Federal civilian service is credited toward completion of the required probationary period.

Tenure of term employees: A term employee does not acquire a competitive status on the basis of his term appointment. The employment of a term employee ends automatically on the expiration of his term appointment unless he has been separated earlier.

This position is located in Office of Facilities and Asset Management's (OFAM), typical work duties include:

  • Planning, organizing, coordinating, managing, and evaluating the activities of the overall construction process to support CBP's mission to secure the border and ensure safe and lawful trade and travel.
  • Managing complex facility construction projects, often cutting across organizational lines, by providing administrative expertise throughout the life-cycle of the project.
  • Formulating analysis to provide advice to help executive leadership make budgetary and scoping decisions.
  • Identifying, communicating, and tracking achievement of project goals and objectives.
  • Proactively identifies potential barriers to the achievement of goals and implements corrective actions.
  • Working as a liaison with internal and external senior leaders in other Federal agencies, including ICE, US Army Corps of Engineers (USACE), top-level managers in DHS/CBP/OFAM, GS-15 and Senior Executive Services (SES) level executives, port directors, and GSA representatives, etc., assuring, directing, and performing the steps necessary to create project plans, such as scope, schedule, budget, risks, and communication strategies, for execution of building design and construction within established budgets and time frames.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Managing complex facility construction projects, including end-to-end procurement, design, and construction processes, while ensuring adherence to established budgets, schedules, and organizational goals.
  • Serving as a Contracting Officer's Representative (COR), ensuring implementation of project goals and objectives by general contractors, internal teams, and other resolving emergent issues during project execution.
  • Developing and executing project plans, including scope, schedule, budget, risks, and communication strategies, while collaborating with senior leaders.
  • Utilizing advanced quantitative and qualitative methods, such as risk assessments, financial analysis, and performance tracking, to evaluate project success and report results to leadership and stakeholders.
  • Identifying and resolving unique issues where no policy exists, taking innovative actions to address emergent needs, and recommending process improvements to enhance service delivery, reduce costs, and improve quality.

Incumbent serves as a Contracting Officer's Representative (COR) and must acquire a COR II certification within 18 months after onboarding. Some assigned portfolios may require COR III certification within 36 months of onboarding.
