SUMMARY
The position is responsible for Federal Government aircraft program(s) with annual revenues of $3-$200 million and may be assigned multiple programs at the Federal, State and Local levels, projects, and tasks.
DUTIES AND RESPONSIBILITIES
- Daily program management throughout program life cycle
- Recommend the definition of the program governance (controls) such as Key Performance Indicators of the project
- Recommend and gaining approval of plans for the overall program and monitoring the progress
- Managing the program’s budget and coordinating with Finance department with changes over the Simplified Acquisition Threshold (SAT)
- Coordinating the projects and their interdependence
- Recommends management and utilization of resources across projects
- Managing stakeholders communication
- Aligning the deliverables (outputs) to the program’s outcome
- Managing the main program documentation such as program meeting minutes, etc.
- Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.
- Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
- Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
- Performs business development activities, including the preparation and review of technical and cost proposals in conjunction with Contracts and unit VP.
- Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement with oversight by Contracts and unit VP.
- Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.
- Develops, reviews, and recommends plans, schedules, consulting agreements and other program documents.
- Prepares and provides various reports and technical reviews to senior management as requested.
- Ensures compliance with relevant corporate and government policies and standards.
- Manage customer expectations and maintain constant contact with the customer base at several levels to solicit feedback, resolve issues, and ultimately achieve customer satisfaction through proactive communications.
- Participates in special projects as required
- Responsible for tracking contract deliverables (CDRLs).
- Performs other related duties as assigned by management.
Travel Required
- 25% of Domestic travel.
Qualifications
- Bachelor’s Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience required. Master's Degree Preferred
- Command and General Staff College required, War College or equivalent preferred
- Must have 10-12 years military/government program experience commanding or managing programs. Must have 15-20 years aviation experience.
- Prior government service.
- Certificates, licenses and registrations required: PMP preferred.
- Skills required: Contract Management Systems; Microsoft Office; Project Management Software, and Salesforce.

PHYSICAL DEMANDS AND WORK ENVIRONMENT
The workplace is an office environment with moderate noise levels. This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. In addition, the employee will be:
- Occasionally required to climb, balance, bend, stoop, kneel or crawl
- Occasionally utilize visual acuity to operate equipment, and/or read technical information
- Occasionally required to lift/push/carry items less than 25 pounds/ up to 25 pounds/ up to 50 pounds/ more than 50 pounds
- Occasionally exposure to wet and/or humid conditions (non-weather)
- Occasionally work near moving mechanical parts
- Occasionally work around fumes, airborne particles, or toxic chemicals
- Occasionally exposure to outside weather conditions
- Occasionally exposure to extreme heat or cold (non-weather)
- Occasionally loud noise (examples: helicopter run-ups)
