The Client is seeking a Program Manager who will play an essential role in the TOPS replacement project, as well as other OCIO initiatives.

Responsibilities

• Organizes, directs, and manages contract operation support functions, involving multiple, complex, and inter-related project tasks.
• Manages teams of contract Support Personnel at multiple locations.
• Maintains and manages the client interface at the senior levels of the client organization.
• Meets with customer and contractor personnel to formulate and review task plans and deliverable items.
• Ensures conformance with program task schedules and costs.

Project Details

What is the project or projects this person will be working on? The Program Manager will play an essential role in the TOPS replacement project, as well as other OCIO initiatives. They will be responsible for overseeing the program and its associated projects, ensuring that they are delivered on time, within budget, and at a high quality. Additionally, they will help identify a robust cloud-based permitting solution with the rest of the OCIO leadership team, as well as oversee the preservation of historical data from the existing TOPS system. The Program Manager will be responsible for managing the change management process for the implementation of the enhanced DDOT TOPS system. All these responsibilities are integral to the success of the TOPS replacement project and its associated initiatives.

What is the desired outcome of the project? The DDOT OCIO has determined that migrating its legacy systems to an enterprise-class, cloud-based platform will enable it to meet these requirements and improve the permitting experience of its customer base. The program will also act as a catalyst to accelerate DDOT's required transformation to achieve the moveDC and Vision Zero goals.

What is the delivery timeline, and what phase is the project currently in? The delivery timeline for the TOPS replacement project is Jan 2024. The Program Manager will be involved in all phases of the project.

• Phase 1: Business Process Re-Engineering
  • Task 1: Document the "as-is" TOPS business processes
  • Task 2: Develop an implementation plan for recommended permitting business process and system changes (Current phase)
  • Task 3: Develop the statement of objectives
• Phase 2: Issue RFQ for New Permitting Solution
• Phase 3: Onboard contractor for system migration, configuration, and integration
• Phase 4: Launch new TOPS system to the public.
• Phase 5: System maintenance and operations

You will also be responsible for building strong relationships with all program stakeholders, including executives, business owners, technical teams, and external partners.

What is the technical environment? The program will involve implementing enterprise-class, cloud-based solutions for DDOT's permitting process, GIS, and related systems. As a Program Manager, you will need to have a solid understanding of modern IT architectures, cloud technologies, and software development practices. You will work with technical teams and vendors to ensure that the technical environment is secure, scalable, and aligned with DDOT's overall IT strategy. You will also be responsible for identifying and mitigating technical risks, monitoring system performance, and ensuring compliance with relevant standards and regulations.

The PM will be responsible for overseeing the program's technical aspects and ensuring that the teams are using the right tools and technologies to deliver the program's objectives. Some of the tools and technologies the PM will be working with include cloud-based platforms such as Microsoft Azure, SharePoint, and other Microsoft 365 tools and other program management tools. The PM will need to be familiar with these tools and technologies to be able to effectively oversee the program's technical aspects and ensure successful program delivery.

• A Bachelor's Degree + minimum of 10 years' experience in IT Project Management or 15-year experience equivalent
• PMP certification
• Experience managing multi-million-dollar vendor relationships
• 5-7 years of experience as a project lead in a cross-functional / IPT PMO
• Demonstrated experience developing application / tool roadmaps
• Demonstrated experience collaborating with C-level stakeholders
• Acquisition planning and implementation: Experience developing requirements, PWS/SOWs, and highly technical acquisition packages, plus vendor performance management
• Project management tools: Experience in using project management software such as Microsoft Project or Jira, as well as knowledge of project management methodologies such as Agile or Waterfall.
• Communication and collaboration tools: Experience with collaboration tools such as Microsoft Teams or Slack, as well as strong written and verbal communication skills.
• Risk management and mitigation: Experience in identifying project risks, developing risk mitigation strategies, and executing risk management plans.
• Stakeholder management: Experience in managing stakeholders and balancing their needs and expectations with project objectives.
• Budget management: Experience in developing and managing project budgets.
