Position Overview
BLN24 is seeking a Program Manager to join our team. The Program Manager (PM) serves as the single point of accountability for all contract performance, providing strategic leadership, operational oversight, and integration of communications support services across a complex federal health and defense enterprise.
The PM ensures delivery of high‑quality, data‑driven communications products that directly support senior leadership, enabling clear, consistent, and mission‑aligned messaging across the organization. This role requires strong understanding of defense health environments, military medicine, and public health communications, ensuring all efforts align with mission objectives and Performance Work Statement (PWS) requirements.
Key Responsibilities
- Provide day‑to‑day management and oversight of all contract activities, including personnel, deliverables, schedules, and quality control
- Serve as the primary liaison to the Contracting Officer (CO) and Contracting Officer's Representative (COR), ensuring transparent communication, rapid issue resolution, and alignment with Government priorities
- Lead the planning, execution, and integration of enterprise communications efforts, including strategic communications planning, executive communications, media engagement, digital communications, and stakeholder outreach
- Oversee development of senior leader communications products, including speeches, talking points, executive briefings, decision papers, and public affairs guidance for senior federal leadership
- Ensure all communications activities effectively support defense health priorities, including medical readiness, healthcare delivery, beneficiary communications, force health protection, and public health initiatives
- Translate complex health policy, medical, and operational topics into clear, actionable messaging for leadership and stakeholder audiences
- Direct program management activities including resource allocation, risk management, performance monitoring, and quality assurance, ensuring consistent delivery of high‑impact communications products
- Lead development and execution of the Program Management Plan, Quality Control Plan, and Monthly Progress Reports, ensuring outputs are tied to strategic objectives and measurable mission impact
- Coordinate across multidisciplinary teams to ensure integration of communications across federal, military, and stakeholder communities
- Ensure compliance with all federal regulations, DoD policies, Section 508 accessibility requirements, and plain language standards
Desired Expertise
- Demonstrated experience supporting defense health, military health, or federal healthcare programs
- Extensive experience supporting senior leaders, including General/Flag Officers, Senior Executive Service (SES), or equivalent leadership roles
- Strong understanding of military medicine, public health systems, healthcare delivery, and policy environments
- Proven ability to manage high‑visibility, multi‑stakeholder communications programs within complex federal organizations
- Expertise in integrating data‑driven insights, digital communications, and human‑centered design (HCD) into strategic communications efforts
Required Qualifications
- Master's degree in Communications, Public Relations, Public Health, or a related discipline
- Project Management Professional (PMP) certification
- Minimum of 10 years of experience leading large‑scale communications or public affairs programs
- Minimum of 5 years supporting Department of Defense (DoD), federal health programs, or defense health‑related initiatives
- US Citizenship Required
