ROLE OVERVIEW
The Program Manager, Workforce & Economic Empowerment Programs, leads the strategy, execution, and growth of ASE’s employment and economic mobility portfolio, including the Emerging Leaders Fellowship and FEEWI. This role drives innovation and scaling of integrated, outcomes-focused programs that advance employment, income, and wealth-building for Black disabled communities.
Overseeing a multidisciplinary team, the Program Manager aligns participant development, employer engagement and placements, and financial empowerment into a seamless, high-performing system. Accountable for program performance, employment outcomes, and funder compliance, this role ensures delivery is data-driven, equitable, accessible, and responsive to the needs of the Black disabled community, while continuously optimizing for impact and long-term economic independence.
KEY RESPONSIBILITIES
Program Leadership, Delivery & Integration
- Lead execution, stabilization, and scaling of workforce and economic empowerment programs for Black people with disabilities
- Oversee program planning, cohort delivery, scheduling, and performance tracking
- Integrate workforce development, financial empowerment (FEEWI), and employment partnerships into a cohesive system
- Drive continuous improvement and resolve operational challenges to ensure responsive, high-quality delivery
- Manage high-priority issues, service disruptions, and stakeholder concerns
- Ensure consistent, accessible, culturally- and neuro-affirming service delivery
Workforce Strategy & Outcomes
- Drive employment outcomes, including placements, retention, and participant readiness
- Align participant development with employer needs and opportunities
- Optimize workforce pathways to advance income growth and economic independence
- Continuously evaluate and strengthen placement and transition strategies
- Manage program risk, quality, and service excellence
Team Leadership & Performance
- Lead and supervise staff, specialized contractors, and vendors
- Foster a high-performing, equity-centred, and collaborative team culture
- Provide coaching, performance management, and professional development
- Facilitate team coordination through meetings, case conferencing, and reflective practice
- Create an accessible and inclusively designed work environment
Funder Compliance, Evaluation & Reporting
- Oversee data collection, evaluation, and outcome tracking, including managing confidential and private data
- Ensure compliance with funder requirements, policies, and legislation
- Lead preparation and submission of reports aligned with outputs and outcomes
- Maintain accurate documentation of program activities, financials, and results
Partnerships & Stakeholder Engagement
- Build and maintain relationships with employers, community partners, and funders
- Represent ASE in external engagements and sector initiatives
- Strengthen cross-sector collaborations and partnership opportunities
- Support alignment of partnerships with program and funding priorities
Financial Stewardship & Program Growth
- Support budget planning, monitoring, and resource allocation
- Ensure efficient, accountable use of program funds
- Oversee equitable recruitment, outreach, and accessible intake processes
- Identify opportunities for innovation, scaling, and long-term program growth
QUALIFICATIONS AND EXPERIENCE
- University Degree and minimum 5 years of experience in program management, workforce development, or community services; equivalent experience and education will be considered
- Experience managing government-funded programs and compliance requirements
- Proven experience leading culturally diverse teams and delivering complex programs
- Strong understanding of accessibility, anti-Black racism, and intersectionality
- Experience in operational management, performance monitoring, and continuous improvement
- Strong analytical, problem-solving, and decision-making skills
- Excellent communication and stakeholder engagement skills
- Proficiency in digital platforms, including Google Workspace or Microsoft 365, evaluation tools such as SurveyMonkey or CRM systems/Salesforce, and project coordination tools such as Monday.com.
- Familiarity with using AI tools and emerging technologies to support program planning, reporting, evaluation, data organization, accessibility, workflow coordination, and knowledge mobilization.
- A valid Vulnerable Sector Check is required or must be completed within the first month of starting the role.
ASSETS
- Lived and/or professional experience working with Black people with disabilities
- Experience with Federal, Provincial, or similar funders
- Experience in employment and workforce development programs
- Familiarity with trauma-informed and neuro-inclusive program models
- French language proficiency is a strong asset; additional compensation is available
