About the role

Position Overview

The Department of Energy (DOE), Hanford Field Office (HFO), Tank Waste Operations (TWO) requires a Program Manager and Technical Oversight Consultant who will be responsible for executing the itemized work scope detailed below, contributing to the following functional areas within DOE-TWO: Project/Program Management, Operations, Maintenance, and Regulatory Interface.

  • Conduct assigned oversight of conceptual, preliminary, and final design activities; procurement activities; field construction of projects, facilities, and systems; and contractor programs and implementation supporting readiness activities.
  • Conduct oversight of equipment and system startup activities, monitor procedure compliance, monitor troubleshooting activities, assess resolution of non-compliance reports, evaluate test engineer decision making and overall conduct of testing.
  • Observe Safety System Startup Testing.
  • Review and provide comments to the Documented Safety Analysis.
  • Conduct critical assessments of test deficiency reports to determine whether deficiency resolutions were technically acceptable and met requirements.
  • Brief AMTWO line management on oversight results, technical issues, options for resolution, and facilitate decision-making.
  • Support implementation of organizational strategies and work closely with the AMTWO management team to assure oversight is appropriately planned and executed to support AMTWO operations.
  • Utilize specialized project management and business operations experience to conduct tasks with minimal supervision.
  • Provide written documentation of contractor performance, including assessments and surveillances, conducted in accordance with HFO procedures.
  • Produce assessments and reports on a weekly or as-needed basis.
  • Document and review oversight results within the Integrated Contractor Assurance (iCAS) database.
  • Participate in weekly coordination meetings.
  • Participate in meetings with senior management team as required.
  • Participate on Integrated Project Teams.

Minimum Qualifications

  • Experience – 30 years engineering, construction, commissioning and management experience on DOE projects.
  • Extensive business experience in applying analysis techniques, performing various types of reviews, and developing process improvements.
  • Capable of reading, interpreting, and understanding DOE program and project management practices, policies, and procedures.
  • Working level knowledge of Hanford Site mission, activities and priorities.

Preferred Qualifications

  • Proficiency with Microsoft (MS) 365 Word, PowerPoint, TEAMS, and other MS Office tools.

Work Location

Work shall be conducted at the Hanford Field Office and the Hanford Site in Richland, WA

Compensation

Salary is commensurate with education and experience and may range between $200,000 and $315,000 annually.
