About the role
Job Summary
We are seeking a Program / Project Management Financial Analyst to support the U.S. Army Corps of Engineers Pittsburgh District’s Civil Works inland navigation mega projects. This role provides project financial analysis, labor execution tracking, funding management support, reporting, and documentation support to help USACE Project Managers manage complex funding, reporting, and execution requirements.
The analyst will work with government project managers, schedulers, resource management personnel, and technical stakeholders to monitor financial activity, analyze project performance, prepare required reports, and recommend actions that support risk-informed project decisions.
Duties
- Support financial execution and labor management for USACE mega projects.
- Pull, review, and analyze labor execution reports from EDW on a biweekly basis.
- Create and update labor PR&Cs and contractual PR&Cs in CEFMS.
- Review unliquidated obligations and recommend corrective actions.
- Support quarterly asset accounting reviews.
- Attend PDT and leadership reporting meetings as required.
- Run monthly financial reports from CEFMS and EDW, including 58D, 3011A, CBR, CSTAT, and Labor Detail reports.
- Update 2101 obligation and expenditure data in CEFMS.
- Maintain budget vs. actual reports, S-curve reports, and project financial history files.
- Support Project Delivery Board and Sit-Rep updates when requested.
- Support quarterly resourcing drills and outyear projection updates.
- Submit weekly personnel availability summaries and monthly progress reports.
- Complete required DoD, Army, CUI, OPSEC, antiterrorism, and information assurance training.
Requirements
- Minimum 3 years of blended experience in program analysis, budget analysis, business process re-engineering, or financial management in a government or related environment.
- Ability to independently manage complex analysis tasks.
- Strong analytical skills, including ability to evaluate program performance, funding issues, workflows, and operational effectiveness.
- Knowledge of government programs, funding processes, and how programs are developed, presented, and reviewed by Congress.
- Experience using financial, budget, operational, or project management databases.
- Knowledge of government financial systems such as CEFMS is preferred; ability to quickly learn new government systems is required.
- Strong oral and written communication skills, including experience preparing reports, analyses, briefings, and training materials.
- Ability to obtain and maintain access to required government systems, including CAC/network access if required.
- Must be eligible for employment verification through E-Verify.
- Must be able to travel up to 10% as directed.
