About the role
Qualifications and experience:
- Candidate must have a BSc/BEng or BTech degree in Civil Engineering
- Candidate must be professionally registered with ECSA as a Pr Engineer or Pr Technologist or in the process to be registered.
- The candidate to preferable also have a Project Management Qualification or be professionally registered as a Professional Construction Project Manager or in the process to be registered.
- Minimum of 15 years post graduate experience in Water Supply Projects and with at least 10 years’ experience in project or programme management.
- Candidate must have experience in ECSA Project Development Stages i.e Inception, Concept and viability (PED), Design Development (Detail Design) and Documentation and Procurement, Contract Administration and construction monitoring, contract work within a civil, mechanical, electrical and EC&I (Electrical control and instrumentation) as well as building work in the construction industry.
- Candidate must have experience in project/programme management especially in Water and Sanitation Services, bulk pipelines and Water & Waste water treatment.
- Good knowledge of and experience in municipal supply chain, BSC (Bid Specification Committee)), BEC (Bid Evaluation Committee) and BAC (Bid Adjudication Committee) processes.
- Experience in working with both the public and private sector.
Responsibilities:
- Oversee multiple projects, at various stages of development;
- Review and facilitate SPM approvals of following documentation submitted by the Consulting Engineer: Project plan, PED, Detail design and Tender Documentation.
- Development of procurement plans, and as SPM line manager present and facilitate tender document approvals to BSC.
- Review Technical tender evaluation report submitted be Consulting Engineers and develop SPM Tender report for submission and presentation to BEC and BAC committees above, up to issuing of signed letter of acceptance (LOE).
- Represent SPM and act as chair at tender briefing meetings, review tender query responses and issuing of addenda during tender stage (assisted by Engineer)
- Review and approve specialist PSP, and SMME request for quotation documents and tender evaluations of the same.
- Review and approve, Consultant and Construction VO’s, Construction Payment Certificates and Professional Service Provider Fee accounts
- Overall project and programme management of SPM processes, to ensure that procurement and payment processes are aligned with programme milestones.
- Represent SPM at monthly site progress meetings, and monitor progress on behalf of SPM and funders.
- Review of construction monitoring and reporting on the Contractor’s programme and financial expenditure by Consulting Engineers;
- Review of Engineer’s quality control plan and monitor Contractor’s quality control plan;
- Review of Site audits, inspections, quality control testing, approval, rejection of work;
- Review of overall project/programme expenditure, cashflow forecasts, budget adjustments and monthly expenditure reporting.
- Track Environmental and H&S approvals and review other specialist reports, wayleaves and or land matters
- Chair fortnightly planning and coordination meetings with PSP and internal SPM team.
- Facilitate and chair ad-hock Technical Steering Committee Meetings (TSC)
- Chair monthly PSC meetings attended by DWS, COGHTA, SPM and other stake holders.
- Issue monthly Progress and Expenditure reports to PSC and DWS.
- Build and maintain external stakeholder relationships by networking, maintaining regular contact, ongoing communication and pitching ideas;
- Management of multi disciplinary professional service providers;
- Ability to provide technical and expenditure advice to all stakeholders
- Ensure compliance with programme conditions, and all relevant legislation for the planning and implementation of water and sanitation infrastructure projects
- Financial input and budget control to SPM finance to facilitate sand maximize sustainable funding and revenue streams.
- Facilitate project communications to SPM, community and other stakeholders.
- Strong communication and people relation skills.
- Astute learner and work well in a team environment.
- Suitable candidate must have a valid driver’s license and own vehicle and must be willing to travel.

Negotiable and based on the candidates qualifications and years of relevant experience
