About

Dynamic Management Associates (DMA) is seeking an experienced Manager, Program/Project III to provide engineering and program management support to the PMW 240 Program Office. The selected candidate will support mission-critical Navy programs through systems engineering analysis, technical documentation development, acquisition support, and process improvement initiatives. This position requires a senior-level professional with extensive experience supporting complex Department of Defense acquisition and engineering environments. The ideal candidate possesses strong analytical capabilities, exceptional technical writing skills, and demonstrated expertise supporting program lifecycle activities within a systems engineering framework.

Minimum Qualifications

  • Bachelor’s Degree in Business Administration, Operations Research, Engineering, Computer Science, Information Systems, or related field
  • Minimum of 15 years of professional experience in Program and/or Project Management
  • Demonstrated experience supporting Department of Defense or Federal Government acquisition programs
  • Strong understanding of systems engineering principles, program lifecycle management, and technical documentation development
  • Experience developing technical artifacts supporting contracting and acquisition activities
  • Ability to analyze complex technical and programmatic requirements and provide actionable recommendations
  • Excellent written and verbal communication skills
  • Proficiency using Microsoft Office Suite and collaboration tools
  • Active DoD security clearance preferred or ability to obtain and maintain one

Key Responsibilities

  • Provide engineering and technical support to the PMW 240 Product Development Group (PDG)
  • Review program requirements and draft recommended Performance Work Statements (PWS), Contract Data Requirements Lists (CDRLs), Statements of Work (SOWs), and related technical acquisition documentation
  • Develop documentation supporting program initiation, project kickoff activities, and execution planning
  • Analyze alternative material and technical solutions against defined requirements to assess effectiveness, risk, cost, and mission suitability
  • Conduct independent engineering assessments in support of PMW 240 programs and projects
  • Recommend technical metrics, performance measures, and engineering management approaches to support systems engineering activities
  • Develop Standard Operating Procedures (SOPs) and identify opportunities for operational and process improvement
  • Support integrated product teams, stakeholder coordination, and technical reviews as required
  • Provide recommendations to Government leadership regarding technical risks, mitigation strategies, and program execution approaches

Desired Experience

  • Experience supporting Navy acquisition organizations, particularly within PEO Digital or NAVWAR environments
  • Familiarity with DoD 5000 series acquisition processes and systems engineering lifecycle frameworks
  • Experience supporting Agile development, DevSecOps, cloud-based systems, or enterprise IT modernization efforts
  • PMP certification or equivalent program management certification preferred

Compensation

Pay: $195,000.00 - $210,000.00 per year
