The Opportunity
The role of the Project Construction & Commissioning Manager (PCCM) is to manage and coordinate all construction and commissioning processes and activities within the project scope. The PCCM will be based in the Massy office and will support the execution of on-site works as well as overall site management, which is led by the Site Manager.
Your Impact
- Organize and lead the Kick-Off meeting for the Construction & Commissioning (C&C) team.
- Prepare the initial plan for storage areas, identification, and preservation activities.
- Prepare the initial maintenance plan.
- Develop the initial site-specific spare parts management plan.
- Identify construction responsibilities in line with the submitted budget and defined roles.
- Review the contract scope, budget, risks, and opportunities with the relevant Construction departments.
- Coordinate and lead the transfer process from the Tender team to the Construction phase, reviewing the Construction and Commissioning scopes, schedule, and budget, including risks and opportunities.
- Organize, drive, and participate in the review and approval of the constructability strategy developed at the Notice to Proceed and site mobilization milestones, ensuring its implementation in collaboration with the Site Manager. The PCCM must base this review on constructability analyses carried out during the tender stage.
- Lead, in coordination with the assigned Site Manager, the initiation and preparation process for on-site activities, ensuring that an execution plan is in place and that all project applications and platforms are identified and implemented, including the site procurement strategy, mobilization process, and site financial management.
- Ensure adequate understanding of applicable site laws and regulations, including labor laws and working hours, permits and licenses, mobilization strategy, HSE-specific training, and any project-specific certifications required for relevant resources.
- Initially prepare and organize site handover. Develop and plan temporary and permanent site infrastructure together with the Site Manager.
- Represent the site team in head-office–related activities.
- Monitor and regularly report on overall construction execution, costs, workload forecasts, and schedule. Develop and implement mitigation plans jointly with the Site Manager and Construction department leads.
- Participate in the monthly C&C functional project review and present project status, progress, and development to the Management Team. Highlight any risk to budget or schedule adherence and define corrective mitigation actions with relevant C&C leads, the site planner, supervisors, and the Site Manager.
- Ensure that required resources are appointed and allocated in a timely manner and in compliance with legal obligations. Maintain constructive communication with the Site Manager to secure resource availability within deadlines, balancing needs, performance, and costs.
- Coordinate subcontracted activities with the On-site Subcontracting Manager.
- Allocate, manage, and coordinate Non-Budgeted Costs (NBC) to ensure accurate financial reporting.
- Ensure that all Construction-related tasks and execution conditions comply with contractual requirements.
- Provide timely, accurate, reliable, and up‑to‑date information to the Project Director and Construction Management, in collaboration with the Site Manager. Report any irregularity observed on site.
- Coordinate Construction disciplines to ensure proper execution of the project scope.
- Ensure that HVDC C&C processes, instructions, and guidelines are implemented and followed.
- Provide structured feedback and drive constructability improvements based on experience and lessons learned during execution and site closure.
- Organize a Lessons Learned session following the transfer of the project to C&C, SIM, and Engineering teams.
Your Profile
- University degree (Bachelor or Master) in a technical and managerial field
- Project management and financial management experience
- Experience in HVDC projects or EPC power plant projects, as well as hands-on experience on construction sites
- Leadership – strong ability to manage employees, managers, tools, and other resources
- Proven ability to explain complex technical issues and work processes
- Excellent oral and written communication skills in English and French
- Strong time management skills
- Strong social and interpersonal skills
- Ability to maintain both a high-level overview and an eye for detail
- Strong quality assurance mindset
