We are currently seeking a Project Engineering Manager (PEM) a leading organization executing large-scale capital projects (>$100MM) within complex industrial environments.

This is a critical leadership role, acting as the single point of accountability for all engineering and technical aspects of major projects. The successful candidate will lead engineering execution from front-end development through construction, commissioning, and handover, while also building scalable systems, standards, and processes to support long-term project success across the organization.

Position Overview

The Project Engineering Manager serves as the client-side technical authority, ensuring engineering excellence, integration, and execution across all disciplines, EPC partners, licensors, and stakeholders. This role goes beyond project delivery—focusing on establishing repeatable engineering frameworks that drive consistency, efficiency, and performance across multiple projects.

Key Responsibilities

Engineering Leadership & Technical Authority

  • Lead all engineering and technical aspects of capital projects from FEED through startup and handover
  • Provide oversight across all disciplines, including process, mechanical (static & rotating), piping, electrical, instrumentation, and utilities
  • Act as a trusted technical authority, challenging EPC contractors, licensors, and vendors while maintaining strong relationships

Systems, Standards & Continuous Improvement

  • Develop and implement engineering execution plans, processes, and procedures
  • Establish and standardize engineering workflows, tools, and best practices across projects
  • Ensure alignment with company standards, industry codes, regulatory requirements, and process licensor specifications

Design Assurance & Process Safety

  • Ensure design quality, compliance, and safety across all project phases
  • Lead critical design assurance activities including HAZOP, LOPA, SIL reviews, and MOC processes
  • Identify, assess, and mitigate process safety risks in alignment with best practices

Project Integration & Execution

  • Drive integration across process units, utilities, and site infrastructure
  • Coordinate engineering activities to meet schedule, cost, and constructability objectives
  • Partner closely with procurement, construction, commissioning, and operations teams
  • Ensure engineering deliverables are execution-ready and aligned with project needs

Leadership & Stakeholder Management

  • Lead multi-disciplinary, global engineering teams across multiple locations
  • Influence and align internal stakeholders and external partners
  • Communicate effectively with senior leadership, proactively identifying risks and driving solutions
  • Foster a high-performance, collaborative team environment

Qualifications

Education

  • Bachelor’s degree in Engineering (Chemical, Mechanical, Electrical, or related)
  • Professional Engineer (P.Eng / PE) designation preferred

Experience

  • 10+ years delivering major capital projects in chemical, petrochemical, oil & gas, or similar industries
  • Proven experience as a Project Engineering Manager or technical lead on EPC projects
  • Strong background across FEED, detailed design, construction, commissioning, and startup

Technical & Leadership Capability

  • Broad, working knowledge across multiple engineering disciplines
  • Strong understanding of process safety and risk-based design
  • Ability to make sound technical decisions and influence outcomes
  • Experience building scalable engineering systems and processes
  • Strong communication and stakeholder management skills

Compensation

Pay: $160,000.00 - $170,000.00 per year
