About

The HSSE Manager will lead the development, implementation, and management of Health, Safety, Security, and Environmental (HSSE) strategies for a utility‑scale Solar PV project. You will ensure the EPC contractor and all subcontractors adhere to South African statutory requirements, international best practices (ISO 45001, 14001), and specific Employer Requirements.

Duties & Responsibilities

Construction Phase Management

  • Develop and maintain the Site‑Specific Health and Safety Plan in accordance with the OHS Act 85 of 1993 and Construction Regulations 2014.
  • Manage high‑risk activities common in PV construction: trenching, lifting operations, working at heights, and heavy machinery movement.
  • Oversee Security Operations to prevent theft of high‑value components (modules, copper cables, and inverters).

Commissioning & Electrical Safety

  • Implement and enforce strict Lockout/Tagout (LOTO) procedures during the transition from construction to commissioning.
  • Ensure all personnel are trained on Arc Flash hazards and DC/HV electrical safety.
  • Manage the safety interface between the EPC team, the grid operator (Eskom), and the O&M team during handover.

Compliance & Auditing

  • Conduct regular site audits and inspections of EPC subcontractors to ensure “Social License to Operate” compliance.
  • Lead incident investigations using Root Cause Analysis (RCA) and ensure the implementation of corrective actions.
  • Manage environmental compliance including dust control, waste management, and protection of local flora/fauna as per the Environmental Authorisation (EA).

Training & Leadership

  • Chair the Monthly HSSE Committee meetings.
  • Oversee the site induction process and specialized training for PV‑specific hazards.
  • Drive a “Zero Harm” culture across a diverse, multicultural workforce.

Desired Experience & Qualification

  • Registration: Mandatory SACPCMP Registration as a Construction Health and Safety Manager (CHSM).
  • Degree or Diploma in Health & Safety Management, Environmental Science, or Engineering.
  • Minimum 5–8 years of HSSE experience in large‑scale construction.
  • At least 3 years of experience specifically on Utility‑Scale Solar PV projects.
  • Proven experience in EPC environments involving HV substations and grid connections.
  • SAMTRAC, NEBOSH IGC, and Root Cause Analysis (e.g., ICAM) are highly advantageous.

Requirements
