As the Project Manager for Construction Delivery, you are the Lead Integrator and Owner’s Representative during the pre-construction phase. This role acts as a high-level Subject Matter Expert (SME) who leads on behalf of the customer’s regional program managers and central functions to synthesize elements together into an executable project framework. You are responsible for navigating the project through complex engineering design reviews, permitting coordination, and global procurement strategies to deliver a Construction Agreement (CA) that is de-risked and ready for field control. In high-consequence construction, failure often starts in the contract, not the field. We need a project manager who can "pull" together the various central functions—Legal for permitting, Engineering for localized design and land due diligence, Procurement for GC selection and contract execution, Scheduling and Cost Estimators for project modeling and controls—to create a unified front. You are being hired to ensure that when the regional leads and their Owner’s Representatives take over the project, they aren't fighting "ghosts" in the contract; they are executing a plan that you have meticulously integrated, validated, and hardened.

CORE RESPONSIBILITIES

  • Central Function Integration: Act as the primary interface between the customer’s regional leads and internal central functions (Engineering, Procurement, Legal, and Controls). Lead cross-functional workshops to ensure all technical and commercial requirements are captured in the final Construction Agreement.
  • OFE Procurement & Strategy: Forecast and coordinate the Owner Furnished Equipment (OFE) lifecycle during pre-con. This includes demand loading, need-date, and ensuring delivery schedules are realistically integrated into the Master Construction Schedule.
  • GC Procurement & Negotiation: Be an important stakeholder in the General Contractor (GC) selection process. Support the development of RFPs, perform commercial and technical leveling, and help negotiate the terms of both Pre-Construction and Construction Agreements to ensure maximum value and minimum risk for the owner.
  • Engineering & Design Advocacy: Collaborate with the Engineering division to ensure that "Facility Ready" (FR) requirements and commissioning standards are explicitly defined in the Division 1 specifications and contract exhibits.
  • Compliance & Due Diligence: Support the land due diligence process and permit application strategy. Ensure local regulatory requirements and environmental compliance standards are integrated into the project’s execution plan.
  • Budget & Schedule Baselining: Establish the "Project Truth"—the baseline budget and master schedule. Perform risk-adjusted forecasting and sensitivity analysis to ensure the project is financially and chronologically viable.
  • Handoff Excellence: Develop the "Execution Playbook" for SILTT’s Regional OR Lead and project OR. Translate complex contractual nuances into actionable "Track and Control" points for the field team. Act as the project's technical SME for SILTT and work hand-in-hand with the Regional OR Lead to forecast accurate OR mobilization to the construction site.

BASIC QUALIFICATIONS

  • 12+ years of experience in capital project management or construction delivery, with a heavy emphasis on Owner’s Representation.
  • Mastery of the Pre-Construction lifecycle, including GC procurement, RFP management, and contract negotiation.
  • Expertise in OFE (Owner Furnished Equipment) planning and integration within mission-critical environments (Data Centers, Energy, or Aerospace).
  • Exceptional communication skills with the ability to "rally" diverse central functions toward a common project goal. Model of professionalism and customer-driven advocacy.
  • Bachelor’s degree in Construction Management, Engineering, or a related field (PMP or CCM certification highly preferred).

DESIRED QUALIFICATIONS

  • Experience managing projects in EMEA or APAC regions, including an understanding of international compliance, labor laws, and mobility.
  • Background in Project Controls (scheduling and cost engineering) to provide SME-level oversight of GC estimates.
  • High level of business acumen with the ability to present project risks and feasibility to the owner’s program managers and executives.

ABILITY TO WORK REMOTE

Hybrid. The work associated with this role is preferred to be performed onsite in Leesburg, VA, but may be performed remote as well. This role will also require approximately 10% travel for customer events, business meetings, and on-site project surveying.
