About
The Township of Georgian Bluffs is seeking a Project Manager of Engineering to lead the delivery of municipal capital projects. Reporting to the Director of Development and Infrastructure, this role manages projects from concept through completion, provides technical oversight on third-party developments, and supports effective, compliant infrastructure delivery across the Township.
Responsibilities
- Oversee the end-to-end design, tendering, and construction of municipal capital projects, including transportation, water, sewer, and drainage infrastructure.
- Manage project specifications, scheduling, cost estimating, and budgetary oversight to ensure projects are delivered on time and within budget.
- Prepare and manage legal documents, including RFPs, RFQs, and Tenders; process payment certificates and maintain detailed project reporting for senior staff and Council.
- Conduct detailed engineering reviews of third-party development plans and technical reports to ensure compliance with Township standards.
- Provide support to internal departments and coordinate with external contractors for the installation and repair of water and wastewater systems.
- Perform site inspections for local infrastructure projects (paving, sidewalks, etc.) and oversee specialized programs like OSIM bridge management and road speed assessments.
- Collaborate with leadership on long-term capital planning (two (2), five (5), and ten (10) year outlooks) and annual budget development.
- Liaise with consultants, contractors, and staff to resolve complex technical issues and ensure all solutions meet municipal bylaws.
Qualifications
- Minimum of a post-secondary diploma in Civil Engineering Technology or degree in Civil Engineering or equivalent combination of education and experience.
- Membership in good standing with the Ontario Association of Civil Engineering Technologists and Technicians (OACETT) or the Professional Engineers of Ontario (PEO).
- Minimum of five (5) years recent experience in civil infrastructure administration, with a preference for experience in project management, and public works inspection.
- Experience with water systems and storm water system management is considered an asset.
- Completion of courses or certification in project management, contract administration, and/or public works inspection is considered an asset. PMP designation is preferred.
- A suitable combination of experience and education may be considered.
- Working knowledge of relevant statutes, regulations, policy statements, process, by-laws, and best practices applicable to water and wastewater, engineering roads, and transportation.
- Knowledge of occupational hazards pertaining to public works maintenance, engineering, and construction work and of effective safety control and precautionary methods.
- Analyze and solve complex problems, recommend innovative and practical solutions, and mediate conflicting interests.
- Demonstrated financial reporting and contract management experience.
- Proficiency in using Microsoft 365 applications.
- Sound written and oral communication skills; ability to communicate effectively both verbally and in writing including letters, report writing, and presentations.
- Demonstrate ethical conduct, political sensitivity, discretion, integrity, and reliability.
