Project Manager

Position Overview

This role requires hands-on involvement throughout the planning, design, and construction lifecycle and close coordination with operations staff, contractors, consultants, and multiple City departments.

Key Responsibilities

• Manage CIP rehabilitation and replacement projects at facilities and within public right-of-way
• Develop project scope, cost estimates, and support long-range infrastructure planning
• Lead procurement and administration of construction contracts
• Perform technical review of engineering design plans, drawings, and specifications
• Coordinate design and construction activities with customers, operations teams, and City departments
• Oversee consultants and contractor performance, including review of proposals, permits, and payment applications
• Ensure integration of final construction documentation into Work and Asset Management Systems
• Provide oversight across water and wastewater infrastructure projects including assessments, rehabilitation, and new installations

Required Skills

• Bachelor’s degree in Civil Engineering or related engineering field
• Minimum 3 years of experience in civil engineering, architecture, or related field
• At least 3 years of hands-on experience in water/wastewater design, plan review, inspection, construction, or project management
• Minimum 2 years of experience managing consultants and contractors on Capital Improvement Projects or large private infrastructure projects
• Experience developing scopes of work, reviewing proposals, permitting, reviewing design and construction drawings, and approving payment applications
• Arizona Professional Engineer (PE) registration preferred
