About the role
Position Overview
This role requires hands-on involvement throughout the planning, design, and construction lifecycle and close coordination with operations staff, contractors, consultants, and multiple City departments.
Key Responsibilities
- Manage CIP rehabilitation and replacement projects at facilities and within public right-of-way
- Develop project scope, cost estimates, and support long-range infrastructure planning
- Lead procurement and administration of construction contracts
- Perform technical review of engineering design plans, drawings, and specifications
- Coordinate design and construction activities with customers, operations teams, and City departments
- Oversee consultants and contractor performance, including review of proposals, permits, and payment applications
- Ensure integration of final construction documentation into Work and Asset Management Systems
- Provide oversight across water and wastewater infrastructure projects including assessments, rehabilitation, and new installations
Required Skills
- Bachelor’s degree in Civil Engineering or related engineering field
- Minimum 3 years of experience in civil engineering, architecture, or related field
- At least 3 years of hands-on experience in water/wastewater design, plan review, inspection, construction, or project management
- Minimum 2 years of experience managing consultants and contractors on Capital Improvement Projects or large private infrastructure projects
- Experience developing scopes of work, reviewing proposals, permitting, reviewing design and construction drawings, and approving payment applications
- Arizona Professional Engineer (PE) registration preferred
