About the role

Overview

Join our dynamic team as a Financial Analyst where you will collaborate closely with the government budgeting lead to streamline operating budgets for various products and services at both the product line and sub-product line levels. You will play a pivotal role in developing and executing annual and multi-year budgets while effectively tracking acquisition packages from the comfort of your home.

Responsibilities

  • Monitor and obtain annual budget directives and guidance on behalf of the product line, attending necessary training and updating reference documents.
  • Manage data entry into budget tools, ensuring completeness and accuracy while proactively advising on fund repurposing based on priorities.
  • Create tracking spreadsheets for budget execution by pulling data from relevant tools.
  • Understand and monitor both enhancement and sustainment funding cycles, making necessary adjustments as required.
  • Support funding pursuits for previously unfunded requirements by gathering data and tracking submission statuses.
  • Serve as a liaison with external budgeting entities as directed by the government budget lead.
  • Draft presentation materials, reports, and other budget-related correspondence for government approval.
  • Assist in calculating planned, projected, and actual costs for project phases and update those figures in analysis tools.
  • Review past budget submissions to inform adjustments for the current year and advise on long-term budgeting strategies.

Duties

  • Analyze budget, acquisition, and financial reports to identify risks and issues, providing solutions supported by qualitative and quantitative justifications.
  • Plan, administer, and monitor expenditures to support efficient program operations.
  • Collaborate with team members to provide technical analysis and validate data accuracy in management reports.
  • Effectively present findings and recommendations, ensuring clear communication to stakeholders.
  • Manage portfolio components including change management and budget oversight.
  • Provide guidance to senior management on policy and planning within the VA.
  • Coordinate information exchange between stakeholders to support VA-wide programs.
  • Recommend improvements in budgeting practices and mentor junior personnel.

Qualifications

  • Bachelor's degree in a relevant field with a minimum of 8 years' experience.
  • Exceptional communication skills to present information clearly to management.
  • Strong analytical skills with a proactive approach to problem-solving.
  • Experience in creating presentations for diverse audiences.
  • Proficiency in Microsoft tools and collaboration platforms like Teams and SharePoint.

Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance.

Preferred Skills

  • Experience with Jira and GitHub for managing software development life cycles.
  • Background in Veterans Affairs' Office of Information and Technology is a plus.
  • Experience in program control management.
