JOB PURPOSE
The Hoover Institution seeks a research program manager/senior research program manager to support the operations and research agenda of the Hoover Institution's program on the US, China, and the World (USCW). USCW delivers data-driven analysis and strategy to inform policymakers, business leaders, and the broader public about China's domestic and foreign policy and the issues at the heart of the bilateral US-China relationship. USCW's research agenda centers on three objectives: developing a foundational understanding of the new domestic political and economic dynamics in China that are shaping Beijing's capabilities and intentions; advancing US policymaking in the bilateral U.S.-China relationship around technology, economics, national security, and competitiveness; and creating strategies with partners to address shared challenges posed by China on the global stage.
The research program manager/senior research program manager will be responsible for managing the day to day operations of USCW programs and research agendas under the supervision of USCW's co-directors. Responsibilities include managing and assisting with USCW's research activities, events, sponsored research, stakeholder engagement (both within and outside the Hoover Institution), and coordination and communication among USCW team members. Fluency in Mandarin Chinese (spoken and written) is essential, as is knowledge of contemporary China and the US-China relationship, which can be demonstrated by education or work experience. Substantive research or work experience in any of USCW's research focus areas is highly valued.
The work is fast paced, detail oriented, and highly collaborative. A successful candidate will be driven, self-directed, and organized. Flexibility, positivity, and a commitment to delivering excellence even during periods of pressure are essential. A background in program management is preferred but not required. Experience with managing a budget is preferred but not required. A resume and cover letter are required to apply.

CORE DUTIES
- Develop and manage research programs by conducting research activities, including outreach to varied stakeholders, and assigning resources and making program improvement recommendations that impact policies and programs.
- Manage public programs from inception through completion, including speaker and participant coordination, logistics, budgeting, and related activities; oversee research efforts and evaluate programs; and collect and analyze data to assess effectiveness and support recommendations for improvement.
- Identify, recommend and implement opportunities for new research.
- Source, collect and analyze data, create reports, review and explain trends; formulate and evaluate alternative solutions and/or recommendations to achieve the goals of the program or function.
- Write and/or edit complex content for newsletters, email communications, policy reports, peer-reviewed publications, proposals, research grants, and other program outputs.
- Serve as a representative of USCW for routine operational matters across Hoover and Stanford, and develop communications for both internal and external stakeholders; lead and facilitate meetings.
- Engage stakeholders across Hoover, Stanford, academia, policy, and industry under guidance of USCW leadership.
- Monitor program expenses, budgets, and finances, and make recommendations on funding based on program spending.
- Contribute to and inform on strategic program/entity planning and related funding and financial sustainability.
- Develop or contribute to outreach strategy related to program communications, development, partnerships, and fundraising/funding.
- Oversee and train staff and student workers.
- Coach and mentor program staff, including student research assistants.

MINIMUM REQUIREMENTS
Education & Experience
- Bachelor's degree and three years of relevant experience or combination of education, training, and relevant experience.
- Full professional fluency in Mandarin Chinese (spoken and written).
Knowledge, Skills, and Abilities
- Ability to develop program partnerships and funding sources.
- Excellent oral, written, and analytical skills, exhibiting fluency in area of specialization.
- Ability to oversee and direct staff.
- Basic knowledge of managing budgets and developing financial plans
Certifications and Licenses
- For teaching jobs, advanced degree or certification may be required for some programs.
PHYSICAL REQUIREMENTS
- Constantly perform desk-based computer tasks.
- Frequently sitting.
- Occasionally stand/walk, reach/work above shoulders, grasp lightly/fine manipulation, grasp forcefully, use a telephone, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 10 pounds.
- Rarely twist/bend/stoop/squat, kneel/crawl.

WORKING CONDITIONS
- May work extended hours, evenings or weekends.
- May travel locally.
- Occasional overnight travel to represent the research team at conferences and to build research partnerships will be required.
