Our firm has been selected to advance to the competitive proposal contract stage for a federal, state, or municipal government engagement focused on Total Rewards Finance and Actuarial Strategy Consulting Services. To deliver this engagement at the highest level of quality, we are seeking an experienced Senior Analyst, Total Rewards Finance & Actuarial Strategy with direct public-sector experience to join our project team.

Position Summary

The Senior Analyst, Total Rewards Finance & Actuarial Strategy will serve as a core member of the BeckThom project delivery team, providing subject-matter expertise in financial modeling, actuarial analysis, Total Rewards valuation, and regulatory compliance for a federal, state, or municipal government client. This individual will work directly with BeckThom's principal consultant and project partners to deliver high-quality, data-driven financial and actuarial consulting services aligned with the client's operating plan, compensation philosophy, and Total Rewards strategy.

The ideal candidate brings hands-on experience gained directly within a federal agency, state government, or municipal government organization, enabling them to speak credibly to public sector workforce challenges, appropriations cycles, locality pay dynamics, and benefit plan structures common to government employers.

Required Qualifications: Education

  • Bachelor's degree in Finance, Actuarial Science, Mathematics, Statistics, Economics, Public Administration, Business Administration, or a related field.
  • Master's degree or professional certification (ASA, CEBS, CCP, CGFM, CPFO, or equivalent) desired, not required.

Mandatory Sector and Residency Experience

Candidates MUST have direct employment experience at a federal, state, or municipal government agency AND must reside in Virginia, Maryland, or the Washington, D.C. area. These are non-negotiable requirements for this position.

  • Demonstrated experience working within a federal agency, state government, municipal government, or comparable public authority.
  • Familiarity with public sector workforce classifications, appropriations cycles, locality pay areas, and government benchmarking standards (e.g., OPM, BLS, CMS).
  • Working knowledge of public sector benefit structures, including defined benefit/hybrid retirement plans (FERS, CSRS, or state/municipal equivalents), deferred compensation (Sections 457 and 401(a)), and retiree benefit programs.

Experience Requirements

  • Minimum of five (5) years of progressive experience in benefits finance, actuarial analysis, compensation analytics, government budgeting, or a directly related discipline.
  • Demonstrated experience conducting or participating in financial modeling and Total Rewards valuation studies that benchmark compensation, benefits, and cost projections against peer organizations.
  • Experience with actuarial models, financial forecasting platforms, and benefits benchmarking tools.
  • Familiarity with the Northern Virginia / DMV regional labor market, including benchmarking against federal agencies, state government, and local government peers, is highly preferred.

Key Responsibilities:

Financial Analysis and Reporting

  • Conduct monthly financial tracking and performance reporting for compensation and benefits programs, including variance analyses against enacted appropriations, continuing resolutions, and fiscal-year operating plans.
  • Perform cost-benefit analyses of plan configurations to support renewal cycles, plan design changes, procurement actions, and recommendations to client leadership and oversight bodies.
  • Prepare executive summaries, written analyses, and oral presentations of financial and actuarial findings for senior management, legislative liaisons, and Board-level or Council-level audiences.

Financial Modeling and Forecasting

  • Develop and maintain financial models for compensation and benefits scenarios, including multi-year projections that align with the client's strategic plan, budget horizons, and workforce planning assumptions.
  • Build budget frameworks and cost containment strategies that demonstrate responsible use of taxpayer funds while supporting workforce recruitment, retention, and mission readiness.
  • Deliver analyses that support the benefits of the Operating Plan for financial development, including inputs to the client's budget submission, Congressional or legislative justifications, and mid-year reviews.

Actuarial Analysis and Oversight

  • Utilize actuarial models, benchmarking tools, and financial forecasting platforms to evaluate the financial position, funded status, and long-term sustainability of health, welfare, and retirement-adjacent benefits.
  • Provide actuarial analysis and audit oversight in coordination with the client's Office of Inspector General (OIG), Government Accountability Office (GAO) inquiries, state auditors, or independent public accountants as applicable.
  • Customize analyses using both national datasets (Bureau of Labor Statistics, OPM Federal Employees Health Benefits data, Centers for Medicare & Medicaid Services benchmarks) and regional labor market data to ensure accurate projections aligned with the operating environment and locality pay areas.
  • Support underwriting analyses for mid-year and fiscal year budget planning, including self-insured health plan evaluations.

Regulatory Compliance and Risk Mitigation

  • Manage end-to-end PCORI fee calculation and filing processes for applicable self-insured plans, including coordination with the Internal Revenue Service and retention of supporting documentation.
  • Provide regulatory compliance guidance, including, but not limited to, the Affordable Care Act (ACA), PCORI, and ERISA (as applicable to governmental plans and any affiliated entities), HIPAA, Mental Health Parity, and relevant sections of Title 5, U.S. Code, or corresponding state and municipal codes.
  • Proactively identify and mitigate financial risk associated with plan funding, reserves, claims volatility, stop-loss arrangements, and contractor performance.
  • Conduct annual benefits compliance reviews and regulatory audit support; provide required notices and disclosures.

Total Rewards Valuation and Communication

  • Conduct Total Rewards valuation exercises that quantify the full value of federal, state, or municipal compensation packages, including pay, health benefits, retirement contributions, leave, and other non-cash rewards.
  • Develop cost communication materials — including Total Compensation Statements — that articulate the value of government employment to current employees, prospective candidates, and oversight stakeholders.
  • Integrate Total Rewards consulting seamlessly with compensation, benefits, HRIS, and communications functions to deliver a unified strategy.

Data Integration, Analytics, and Reporting

  • Leverage centralized data repositories and established communication protocols to align financial modeling, actuarial assumptions, and Total Rewards recommendations across HR, Finance, Budget, and Procurement functions.
  • Develop and maintain dashboards, tools, and written reports to support transparency and leadership/Board-level reporting.
  • Coordinate effectively with project partners, including actuarial and financial analysis subcontractors, to ensure coherent and consistent client deliverables.
  • Ensure adherence to applicable data governance, records management, privacy, and cybersecurity frameworks (e.g., FISMA, NIST 800-53, Privacy Act, NARA records requirements).

Preferred Qualifications

  • Direct experience providing financial, actuarial, or Total Rewards consulting services to federal agencies, state governments, municipal governments, or comparable public authorities.
  • Familiarity with federal and DMV-region peer organizations, including OPM, U.S. Department of the Treasury, GAO, Arlington County, Fairfax County, Loudoun County, Prince William County, the District of Columbia government, and the Commonwealth of Virginia and State of Maryland personnel systems.
  • Experience preparing or supporting biennial Total Rewards or total compensation studies for public sector clients.
  • Knowledge of HRIS and enterprise financial platforms (e.g., Oracle Federal Financials, Workday, PeopleSoft, SAP) and the capability to evaluate HR/payroll software applications for Total Rewards program alignment.
  • Experience supporting collective bargaining cost analyses, union negotiations, and labor-management engagement.
  • Established professional references able to speak to prior financial, actuarial, or Total Rewards consulting work within the RFP scope.
