Position Purpose/Summary
The Senior Budget Analyst is part of the Office of Management and Budget (OMB) to ensure the fiscal health and sustainability of the City by providing the Mayor, City Council, and other City departments with timely and accurate information, advice, and recommendations for financial and performance management. The Senior Analyst will work with a multitude of diverse departments and maintain a partnership for the purpose of budget development and grant management initiatives. This position reports directly to the CAFO and/or Budget Director. Additional responsibilities include: development of financial reports, accounting, analysis and monitoring of finances for assigned City Departments; development, implementation, forecasting, preparation analysis and reconciliation of municipal departments’ revenues/ expenditures, grants, performance metrics; and special projects as assigned. This is a responsible, professional, confidential, and analytical position providing compilations of statistical data used towards the development of the City of Springfield’s budget and performance management goals. Work is performed with professional independence with considerable latitude for administrative judgment and decisions in accordance with the overall policies and directives, with review through reports and conferences.
Essential Functions
• Partnering with assigned departments to prepare departmental and grant budgets, including confirming personal services / other than personal services, revenue and expenditures, and the narrative components of the City budget including analysis and the updating of performance measures. • Preparing report presentations based on expenditures and statistical data for reporting and/or departmental meetings. • Monitoring forecasts of revenues and expenditures, analyzing departmental spending, implementing cost control measures, and controlling departmental spending to align with authorized appropriation limits. • Compiling and analyzing statistical data from Federal, State and Municipal governmental sources relative to budget preparation. • Identifying and monitoring key budget and policy issues and proposing and analyzing savings initiatives to increase efficiency and standardize operations. • Implementing any corrective actions identified in departmental audits by the Internal Auditor, Independent Auditors and Federal or State audit findings associated with grants. • Conducts a variety of analytical and operational studies regarding departmental and programmatic activities; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval. • Monitoring City departments in their service delivery, financial performance, and completion of projects and strategic goals as established by Executive management. • Briefing City Leaders/Decision makers when needed on city wide problem areas for improvement and innovation. • Serves as a project manager or champion on large, city wide initiatives as required. • Providing daily technical guidance to Budget Analysts. • Performing related work as required.
Knowledge, Skills, And Abilities
• Extensive knowledge of municipal budgetary and financial methods and principles. • Extensive knowledge of the theory, principles and practices of accounting and auditing, with special reference to the accounting of federal and state funded programs and projects. • Project management experience on large, enterprise-wide projects. • Strong analytical and problem solving skills with extensive knowledge of data analysis and interpretation. • Ability to use creativity, strategic thinking, and leadership skills. • Ability to establish effective working relationships with municipal and government officials. • Excellent communication, facilitation and presentation skills. • Ability to supervise and participate in complex technical research and develop plans to meet both long and short term municipal needs. • Must possess a valid Massachusetts driver’s license with access to an insured vehicle.
Education And Experience
• Graduation from a four-year college or university with major course work in business administration or a related field. A graduate degree in Public Administration, Business Administration, Statistics, or a related field strongly preferred. • Five (5) years financial experience, preferably in a municipal government or equivalent combination of education and experience.
