Perform project management analysis support services for the Pittsburgh District’s inland navigation mega projects. Services include: financial analysis and funding management support, project performance reporting, and documentation support. Monitor financial activities to identify and report on project status and funding needs.

Job Responsibilities

Financial Execution and Labor Management

  • Provide financial and labor management support to the USACE Project/Program Manager.
  • Labor Evaluations: Pull labor execution reports from EDW and analyze labor execution across all project activities to determine if execution is in line with projected estimates and recommend whether further funding is needed. This will be performed bi-weekly.
  • Creating/Updating Labor PR&Cs: On a daily basis, evaluate needs, coordinate with schedulers, and create and update labor PR&Cs in CEFMS and submit to USACE managers for approval.
  • Creating/Updating Contractual PR&Cs: On a daily basis, create or update contractual PR&Cs based on the needs of the project and submit to USACE managers for approval.
  • Unliquidated Obligations (ULO) Review: On a quarterly basis, receive and evaluate the ULO list from Resource Management, coordinate with stakeholders involved in the respective actions to confirm status, and initiating actions to address clearing out of old funding obligations and commitments and providing those to USACE managers for approval.
  • Asset Accounting: On a quarterly basis, conduct asset reviews on projects in conjunction with resource management (RM), provide updated statuses on asset financial metrics.
  • Attend PDT Meetings: On a weekly basis, attend PDT meetings and leadership reporting meetings to ensure knowledge of project and future actions forthcoming.

Reporting

  • Document and track project budget and funding status and provide detailed reporting.
  • Running Reports: On the first business day of each month, run a standard set of financial reports from CEFMS and EDW, cross-checking data to ensure accuracy. This includes reports such as 58D, 3011A, CBR, CSTAT, and Labor Detail.
  • Update 2101s: On a monthly basis, update project obligation and expenditure data in the 2101 system within CEFMS and validate that all changes are correct.
  • Update Budget versus Actual Report: On a monthly basis, consolidate data from various reports to update this key financial execution tracking tool.
  • Project Delivery Board (PDB) & Sit-Rep Updates: On a monthly basis, review execution data and provide updated data for PDB slides and Sit-Rep reports.
  • S-Curve Report: On a monthly basis, obtain expenditure data and update the S-Curve report to show project execution relative to schedule and cost status.
  • Project Financial History: On a monthly basis, update tracking files with current financial information and complete reconciliations of previous fund receipts and execution.
  • Supporting Resourcing Drills/Updating Outyear Projections: On a quarterly basis, analyze execution data, work with Project Managers (PMs) to identify trend changes, and provide feedback to schedulers to update P2 to reflect accurate future resourcing.

Minimum Requirements

  • BS/BA degree that includes at least 24 hours coursework in finance, quantitative methods, or accounting.
  • Must have at least four (4) years of active experience in federal financial policy, procedures, regulations, and guidelines applicable to financial management programs, processes, and systems, with the skills and ability to apply such knowledge to a broad scope of complex assignments.
  • Advanced proficiency in following software - Civil Works Integrated Funding Database (CWIFD), Primavera (P2), Microsoft Office, Sharepoint, Corps of Engineers Financial Management System (CEFMS), Engineering Data Warehouse (EDW) , Enterprise Dashboards, and Residential Management System (RMS) - preferred.
  • Must be eligible for and maintain a Public Trust background clearance
  • Previous USACE experience preferred
