Position Overview
We are seeking a highly experienced Senior Business Analyst to support complex healthcare initiatives within a public sector environment, with a strong focus on Long-Term Care systems, clinical applications, and health data platforms. This role requires deep expertise in business analysis, healthcare systems, stakeholder engagement, and regulatory compliance. The successful candidate will play a critical role in assessing business needs, supporting system enhancements, and ensuring the effective delivery and maintenance of healthcare technology solutions.
Must-Have Requirements (Strictly Required)
Public Sector & Healthcare Industry Experience
- Minimum 5+ years of experience in the healthcare industry, specifically supporting systems such as:
- Long-Term Care (LTC) systems
- Electronic Medical Records (EMR)
- Hospital Information Systems (HIS)
- Clinical Assessment tools
- Ontario Healthcare Reporting Standards (OHRS)-compliant systems
- Proven experience working within a public sector environment
- Strong understanding of healthcare data, clinical workflows, and regulatory requirements
Knowledge of Health Information Privacy Legislation
- Knowledge of personal health information protection legislation
- Understanding of how privacy regulations apply to:
- System development
- Data handling
- Maintenance of healthcare applications
- Experience ensuring compliance within systems managing sensitive health data
Advanced Business Analysis Expertise
- Extensive experience leading end-to-end business analysis activities, including:
- Requirements gathering and documentation
- Business process analysis and modeling
- Gap analysis and impact assessment
- Data and system analysis
- Experience documenting requirements in a way that supports technology solution design
- Ability to:
- Analyze production issues and recommend solutions
- Validate system changes and minimize business disruption
- Provide data queries and scripts to troubleshoot issues
- Review production logs, identify issues, and proactively recommend improvements
Business Analysis Across Full Project Lifecycle
- Experience conducting business analysis across all project phases:
- Initiation
- Planning
- Design
- Implementation
- Maintenance
- Experience with:
- Business modeling
- Use case modeling
- Process and data flow modeling
- Conceptual and logical data modeling
- Business rules and non-functional requirements definition
- Experience developing:
- Business cases
- Cost‑benefit analysis
- Feasibility studies
Healthcare & IT Domain Knowledge
- Strong understanding of:
- Clinical, inspection, and licensing data in Long-Term Care environments
- Data quality, data access, and data de‑identification best practices
- Experience working with:
- Long-Term Care Inspections
- Critical Incident Reporting
- Licensing systems
- Relevant legislation (e.g., Fixing Long‑Term Care Act, 2021)
- Familiarity with:
- Cloud‑based solutions
- Ontario Digital Services standards
- Accessibility standards (AODA)
Stakeholder Management & Leadership
- Proven ability to lead:
- Subject matter experts (SMEs)
- Stakeholder working groups
- Strong skills in:
- Communication and presentation
- Facilitation and negotiation
- Problem‑solving and decision‑making
- Experience building strong relationships with business and technical stakeholders
- Ability to manage competing priorities and deliver under tight deadlines
Key Responsibilities
- Lead business analysis activities for healthcare system enhancements and support
- Document and validate business and system requirements
- Conduct gap analysis, impact analysis, and process improvements
- Support production systems through analysis and issue resolution
- Collaborate with stakeholders, vendors, and technical teams
- Develop business cases, feasibility studies, and reporting artifacts
- Ensure compliance with healthcare regulations and data privacy requirements
Preferred Qualifications
- Experience in Ontario public sector healthcare environments
- Certification such as CBAP, PMI‑PBA, or equivalent
- Experience with Agile or hybrid delivery models
- Advanced proficiency in MS Office and documentation tools
Compensation
- Pay: $70.00‑$80.00 per hour
- Expected hours: 36.25 per week
