Responsibilities
- Elicit requirements through document analysis and targeted interviews to gather Functional and Non‑Functional Requirements.
- Translate raw stakeholder input into structured, formal documentation for both internal use and potential client delivery (ex. User Stories/Requirements Traceability Matrix).
- Translate requirements into well‑defined User Stories with clear Acceptance Criteria. Manage and prioritize the Product Backlog in tools like JIRA.
- Navigate the political landscape of a federal agency and build consensus among disparate stakeholder groups.
- Define the delta between the client’s current state (As‑Is) and the required future state (To‑Be), quantifying the organizational, technical, and process gaps the proposed contract must address.
Primary Objectives
- Assist in the Discovery Phase activities of gathering user requirements, business analysis, legacy system analysis, Epic/Story creation, external data integration planning, and product backlog management.
Preferred Qualifications
- Active Secret Clearance
- Bachelor’s degree in Business Administration, Information Systems, or a quantitative field. Master’s degree preferred.
- 8+ years of progressive experience as a Business Analyst, with at least 3 years directly supporting the DoD or Federal Government acquisition process.
- Expert proficiency in requirements management tools: JIRA, Confluence.
- Proven experience leading discovery on complex, multi‑stakeholder IT, or logistics programs.
- Advanced skills in Business Process Modeling Notation (BPMN), Use Case creation, and Data Flow Diagramming (DFDs).
- Strong written and oral communication skills.
