About
The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
Responsibilities
- The Senior Deliverables Manager/Technical Writer serves as the program authority for Task Order deliverable governance, technical documentation quality, and SOC1 audit readiness across the WDP Core Integration portfolio, ensuring that all Government-facing submissions are accurate, compliant, traceable, and delivered on schedule in alignment with PWS requirements and Quality Management Plan standards. In this role, the specialist integrates document lifecycle management, quality control governance, and cross-functional coordination to sustain the integrity of program reporting, transition documentation, and audit evidence packages from initiation through final acceptance.
- Directs planning, coordination, and quality governance for Task Order deliverables supporting program execution, SOC1 Type 2 audit readiness, and Government oversight.
- Designs controlled document workflows from authoring through technical review, quality control, approval, and submission while embedding Quality Management Plan gates, review checkpoints, and acceptance criteria.
- Establishes content and style standards that align with Monthly Status Reports, Project Management Plan updates, transition packages, SOC1 evidence submissions, and procurement artifacts.
- Coordinates Task Order Kick-Off and Program Management Review battle rhythm to synchronize schedules, inputs, and briefing materials for command-level reporting.
- Aligns Service Level Objectives and performance measures to Task Order objectives and tracks on-time submission rate, accuracy rate, completeness rate, traceability coverage, defect leakage, and mean time to close corrective and preventive actions using dashboards and scorecards.
- Executes discrepancy triage, leads root cause analysis, drafts corrective and preventive actions, verifies effectiveness, and updates templates and working instructions to eliminate repeat defects.
- Manages Provided by Client handling, evidence retention, and version control in controlled repositories and preserves audit lineage for leadership decision-making.
- Produces accurate, compliant, and timely deliverables for Monthly Status Reports, Project Management Plan updates, Transition-In and Transition-Out documentation, SOC1 Type 2 evidence packages, and procurement records that support mission execution and measurable program value.
- Performs other duties as assigned.
Requirements
- Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
- 10 or more years of progressive experience in technical writing, deliverables management, or a closely related discipline, with demonstrated experience supporting formal documentation programs for large-scale federal or defense contracts.
- Demonstrated experience managing the full lifecycle of Government-required deliverables, including Monthly Status Reports, Project Management Plans, Kick-Off Meeting Minutes, and Transition documentation, in compliance with Task Order PWS requirements and COR-directed review cycles.
- Proven ability to design and enforce controlled document workflows, including authoring standards, quality control checklists, version control procedures, and acceptance criteria validation gates aligned to a formal Quality Management Plan.
- Experience supporting SOC1 Type 2 audit readiness activities, including management of Provided by Client evidence packages, auditor observation coordination, policy documentation updates, and preparation of Section III Management System Description content in accordance with program attestation timelines.
- Demonstrated proficiency developing and maintaining deliverable tracking matrices, on-time submission scorecards, defect leakage dashboards, and corrective and preventive action logs that provide leadership with real-time visibility into deliverable health and compliance status.
- Experience producing and coordinating Monthly Status Report content, including progress narratives by task, problem and corrective action documentation, staffing roster updates, schedule status, and Government action items, in alignment with PWS reporting requirements.
- Demonstrated ability to lead root cause analysis investigations and implement corrective action plans that eliminate repeat documentation defects and improve process standardization across multi-functional program teams.
- Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
- Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
