We are seeking a highly motivated Senior Highway Project Manager to lead our Highways Team in Richmond, Virginia. This position will focus on marketing, developing, and managing comprehensive project objectives for various highway and roadway projects and programs, including standalone projects, task order programs, program management services, general engineering consultation, and innovative procurement projects (design-build, P3, etc.).
Key Responsibilities:
- Monitor and manage schedules, budgets, accounts receivable, and manpower requirements while directing the preparation of invoices.
- Develop comprehensive Project Management plans for assigned projects, ensuring alignment with client needs.
- Establish project scopes of service that meet and exceed client goals.
- Determine project pricing and budgets to ensure profitability and client satisfaction.
- Create and maintain detailed project schedules to drive project success.
- Develop and uphold project-specific quality plans to guarantee deliverable excellence.
- Effectively manage subconsultants and project teams to achieve project milestones.
- Lead client meetings and presentations to foster strong relationships and clear communication.
- Supervise and support staff assigned to projects, ensuring a high level of performance.
- Oversee all technical resources within the project team to facilitate effective collaboration.
- Assist with production tasks necessary for client submittals and deliverables, including CADD drawings, reports, and graphics.
- Manage the development of extra work order requests and open-end contract task proposals.
- Collaborate with Section Heads, Office Managers, and Practice Leaders on marketing proposals.
- Identify and track long-term program management and major project opportunities.
- Assist management in strategic decisions concerning program management pursuits.
- Assemble and lead dynamic teams for project and program pursuits.
- Mentor and train less experienced staff to cultivate their growth and skills.
- Conduct quality control reviews of submittals and deliverables to maintain high standards.
Additional Responsibilities:
- Perform other related duties as assigned.
Required Skills:
- Proficient in Microsoft Office.
Qualifications:
- Bachelor's degree from an ABET accredited engineering program.
- Professional Engineer License.
- 15+ years of experience in a specialized discipline.
- Recent knowledge of VDOT design criteria/manuals, procedures, and CADD software (Open Roads Designer/Microstation with 3D modeling experience).
Preferred Qualifications:
- Certification in Project Management Professional (PMP) or Certified Associate in Project Management (CAPM).
- Experience working with clients at the county, state, and federal levels.
- Proven experience in project management and business development.
- Familiarity with various project delivery methods, including Design-Bid-Build, Design-Build, and P3.
- Technical expertise in diverse areas of transportation engineering such as NEPA, traffic analysis, stormwater management, ADA compliance, roadway and structural design, and landscape design.
- Experience implementing ISO-certified Quality Management programs.
- Proven track record of managing multidiscipline project teams.
Working Conditions:
This work is primarily performed in a general office environment, which is mostly sedentary. However, fieldwork may occasionally be required, which involves working outdoors in varying weather conditions. Some lifting (up to 25 lbs.) may be necessary.
