About the role

Role Overview

A well-established company within the property management sector is seeking an experienced and highly organised Senior HR & Payroll Administrator to join their Johannesburg office.

This role is suited to a hands-on professional with strong experience across the full payroll function, HR administration, statutory submissions, employee relations support, and compliance reporting. The successful candidate will play a key role in managing payroll processes for a diverse workforce across multiple sites, while also providing day-to-day HR support to management and employees.

The ideal candidate will have solid knowledge of South African labour legislation, payroll systems, EMP submissions, Employment Equity reporting, Skills Development administration, and HR best practices.

Duties & Responsibilities

Key Responsibilities

Payroll Administration & Statutory Compliance

  • Manage and process monthly payroll accurately and within strict deadlines
  • Ensure correct processing of salaries, wages, overtime, allowances, deductions, leave, and benefits
  • Reconcile payroll information and ensure accuracy of all payroll records
  • Prepare and submit all statutory payroll returns including EMP201, EMP501, UIF, SDL, IRP5s and related SARS submissions
  • Handle year-end payroll reconciliations and tax certificate generation
  • Liaise with SARS and other relevant bodies regarding payroll queries and compliance matters
  • Resolve payroll discrepancies and respond to employee payroll queries efficiently
  • Manage payroll audits and ensure compliance with internal controls

HR Administration & Employee Lifecycle

  • Maintain accurate, confidential employee records and HR databases across multiple property sites
  • Manage contracts, letters, amendments, warnings, disciplinary documentation, and employee correspondence
  • Coordinate the full onboarding process including contracts, documentation, inductions, and system setup
  • Manage terminations, resignations, final payments, and exit processes
  • Ensure all employee files and records are fully compliant and audit-ready

Employment Equity & Skills Development

  • Compile and prepare annual Employment Equity reports and supporting data submissions
  • Assist with implementation and monitoring of Employment Equity plans
  • Coordinate Workplace Skills Plans (WSP) and Annual Training Reports (ATR) submissions
  • Liaise with SETAs and external consultants where required
  • Maintain training records and assist with learning and development administration

Employee Relations & HR Support

  • Act as first point of contact for employee HR queries and day-to-day staff matters
  • Provide guidance to management on minor disciplinary issues, grievances, absenteeism, and staff conduct matters
  • Support line managers with labour legislation, policies, and HR best practices
  • Assist with disciplinary hearings, investigations, and related documentation when required
  • Promote positive employee relations across multiple sites and departments

Reporting & Systems

  • Maintain HRIS and payroll systems with accurate employee information
  • Prepare monthly and ad hoc management reports including headcount, absenteeism, turnover, leave, payroll summaries, and HR metrics
  • Generate reports for management decision-making and compliance purposes
  • Identify process improvements to streamline HR and payroll administration

Compliance & Governance

  • Ensure compliance with BCEA, LRA, EEA, OHSA, COIDA, UIF, POPIA, and other relevant legislation
  • Manage COIDA registrations, injury-on-duty claims, and reporting processes
  • Maintain HR policies, procedures, and templates in line with legislative requirements
  • Support internal and external audits relating to HR and payroll

Desired Experience & Qualification

Minimum Requirements

  • Relevant qualification in Human Resources, Payroll Administration, or related field
  • Minimum 5+ years’ experience in a senior HR / Payroll Administration role
  • Strong end-to-end payroll processing experience essential
  • Proven experience with EMP submissions, SARS reconciliations, Employment Equity, and Skills Development reporting
  • Sound knowledge of South African labour legislation and payroll compliance
  • Strong HR administration and employee relations experience
  • Excellent attention to detail and numerical accuracy
  • Strong Excel and payroll systems experience
  • Professional communication skills with the ability to deal confidently with staff and management
  • Ability to work under pressure and meet strict monthly deadlines

Advantageous

  • Experience within the property management, facilities, construction, or multi-site environment
  • Exposure to large staff complements including site-based employees
  • Knowledge of Psiber, LabourNet, or similar HR platforms

Package & Remuneration

Salary: R30 000 Gross (Depending on current salary, experience, and overall suitability)
