Tri-global Solutions Group Inc. is seeking one (1) Senior IT Technical Business Analyst to join our talented Service Delivery team at Ministry of Primary and Preventative Health Services (Government of Alberta).
WORK MODEL: The successful contractor(s) will work primarily remote, though role is considered Hybrid as the resource may be required to attend meetings or work sessions in the Edmonton, AB office with reasonable notice from the Government of Alberta (potentially every few months, however, unlikely for out‑of‑province contractors). The Government of Alberta will advise of the expected duration of any such requirement. Work must be done from within Canada at all times due to network and data security policies. Applicants must be authorized to work in Canada to apply (Canadian Citizen or Permanent Resident). Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays.

Project Overview
The Ministry of Primary and Preventative Health Services is seeking one (1) Senior IT Technical Business Analyst for an initial term of twenty‑four (24) months, with the option to extend for an additional twelve (12) months. This role will provide advanced business analysis, technical requirements management, and solution support expertise for priority initiatives across the Ministry.
The Senior IT Technical Business Analyst will support the collection, evaluation, and translation of complex business needs into actionable technical specifications, including requirements related to system integration, data exchange, and interoperability across multiple platforms. The resource will work closely with solution architects, delivery teams, and business stakeholders to ensure requirements are accurately captured, validated, and aligned with operational and technical constraints across integrated environments.
The successful candidate will play a key role in reducing delivery risk by ensuring that requirements, processes, data flows, and solution expectations are clearly defined and understood across both business and technical streams.
The ideal candidate will have experience working within the Canadian health system context, preferably with familiarity with Alberta’s health system and its stakeholder environment. Experience working with senior stakeholders in complex, multi‑organization environments is considered an asset. The resource should also demonstrate an understanding of the legislative and regulatory landscape surrounding health information, such as the Health Information Act (HIA), Electronic Health Regulation, or an equivalent Canadian health information framework.
Experience supporting or delivering solutions involving system integration, data exchange, or interoperability between clinical and/or administrative systems is considered an asset. Strong written and verbal communication skills are essential, as the role requires the clear articulation of complex concepts to diverse technical and non‑technical audiences.
The resource will be assigned to multiple concurrent initiatives, including modernization efforts, process improvements, system replacements, and enhancements to existing digital health and administrative systems.
Description of Services
Key Responsibilities
Business Analysis & Requirements Management
- Lead requirements gathering, solicitation, refinement, and documentation in complex, multi‑stakeholder environments.
- Capture, analyze, and evaluate business processes, workflows, use cases, and associated data flows across integrated systems.
- Analyze and document integration requirements, including system‑to‑system interactions, interface requirements, data exchange patterns, and cross‑platform dependencies.
- Translate business needs into clear technical specifications consumable by solution, architecture, and development teams, ensuring alignment across business processes, technical solutions, and integrated system environments.
- Assess new service and technology requests and their impact on operational and integrated system environments, providing recommendations as required.
- Assist with developing project plans, schedules, estimates, task lists, and resource assignments related to architectural deployments and service delivery.
Technical Evaluation & Solution Support
- Research and evaluate emerging technology trends relevant to assigned initiatives.
- Evaluate existing services and integrations, identifying gaps, inefficiencies, and opportunities for modernization and improved interoperability.
- Support integration design activities by collaborating with architects and technical teams to define interfaces, data exchange approaches, and interoperability strategies.
- Support proof‑of‑concept work and limited production rollouts with multi‑disciplinary teams.
- Contribute to the design of new IT services, solution papers, and test plans.
- Assist in determining hardware/software requirements to support project objectives.
- Document technical recommendations and provide guidance to management, operations, and project team members.
Quality, Change Management & Governance
- Provide quality control oversight on production implementations, including validation of requirements and expected outcomes across integrated systems.
- Ensure compliance with approved change management processes.
- Communicate operational guidelines and policies to clients and interpret how those guidelines support business operations within a multi‑system environment.
- Identify and raise issues, risks, or impediments—particularly those related to integration, data dependencies, and cross‑system impacts—offering recommendations to mitigate impacts.
- Provide tracking and reporting of time, deliverables, and status as required.
Mandatory Skills
- The proposed resource should have a degree/diploma in business or IT, or Certified Business Analysis Professional from the International Institute of Business Analysis. (Yes or No)
- The proposed resource must have demonstrated experience planning and conducting requirements gathering workshops with operational and/or clinical staff, leadership teams and/or stakeholder representatives. (5 years+)
- Experience as a business analyst translating business requirements into detailed technical requirements in an enterprise IT environment. (7 years+)
- Experience gathering requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases or scenarios, business analysis, and business process modeling. (5 years+)
- Experience in the design, development and implementation of complex IT solutions. (5 years+)
- Experience with User Acceptance Testing processes on large, complex, multi‑stakeholder environment. (5 years+)
Desirable / Nice to Have Skills
- Demonstrated experience in stakeholder engagement and vendor coordination, including technical leadership in cross‑functional teams. (5 years+)
- Experience conducting change impact analysis. (5 years+)
- Experience in the analysis, development, and integration of complex IT systems with a specific focus on the management of multiple data sources, web services, and legacy IT solutions. (3 years+)
- Experience working with 3rd party vendors for integrations and interfaces. (5 years+)
- The proposed resource should have demonstrated experience contributing to the systems analysis, design or implementation of provincial Electronic Health Record (EHR) systems like Alberta Netcare, or Electronic Medical Record (EMR) systems that are used in community physician offices. (3 years+)
