About the Role
The Senior Manager: Construction Procurement is responsible for the development, implementation and management of construction procurement strategies across the organisation’s property portfolio.
The role provides leadership and oversight of procurement activities related to capital projects, repairs and maintenance programmes, compliance upgrades and tenant installation works.
The position supports the Facilities & Project Management (FPM) Division by ensuring that procurement processes are aligned with technical project requirements, commercial objectives and governance frameworks.
The role is accountable for supplier sourcing strategies, procurement governance, commercial negotiations and cost optimisation to ensure value-for-money procurement outcomes across the portfolio.
Key Responsibilities
Construction Procurement Strategy
- Developing procurement strategies for capital projects, maintenance and operational works
- Establishing sourcing strategies aligned with project programmes and portfolio priorities
- Standardising procurement processes across the portfolio
- Supporting long-term supplier and contractor framework development
- Aligning procurement with the FPM division’s delivery model
Procurement Planning and Scope Governance
- Reviewing and approving procurement requests and scopes of work
- Ensuring technical specifications are suitable for competitive procurement
- Identifying risks related to incomplete or unclear scopes
- Supporting alignment between project teams and procurement processes
- Ensuring procurement planning aligns with project timelines and budgets
Supplier Strategy and Contractor Management
- Establishing and maintaining approved contractor and supplier panels
- Evaluating supplier capability, capacity and performance
- Driving supplier performance management and continuous improvement
- Supporting transformation and BBBEE objectives within procurement
- Developing long-term supplier relationships across key categories
Commercial Management and Negotiation
- Leading negotiations with contractors and suppliers
- Ensuring competitive pricing and favourable commercial terms
- Supporting cost optimisation across capital and maintenance programmes
- Reviewing and approving procurement recommendations
- Ensuring alignment between procurement outcomes and project budgets
Procurement Governance and Compliance
- Ensuring compliance with procurement policies and delegated authority
- Maintaining audit-ready procurement documentation and processes
- Supporting internal and external audits
- Managing procurement risks and implementing mitigation measures
- Ensuring alignment with regulatory requirements including BBBEE framework
Procurement Performance and Cost Optimisation
- Monitoring procurement spend and performance across the portfolio
- Identifying cost-saving opportunities and efficiencies
- Developing procurement performance metrics and reporting frameworks
- Supporting data-driven procurement decision-making
- Driving continuous improvement in procurement processes
Stakeholder Coordination
- Working closely with Project Managers, Construction Manager and QS teams
- Supporting procurement requirements for active projects
- Aligning procurement with operational and project timelines
- Providing procurement advice to internal stakeholders
- Managing procurement escalations and resolving supplier issues
Leadership and Team Management
- Managing and developing procurement team members
- Establishing clear roles, responsibilities and performance standards
- Supporting capability development within the procurement team
- Driving accountability and performance within the function
