Position Summary
Are you ready for a challenging new opportunity? Raytheon has an exciting opportunity for a Senior Manager, Program Quality Lead position within our JSOW program at our Tucson, AZ location.
The ideal candidates will implement and develop processes to deliver compliant systems and specific customer quality flow‑down requirements throughout program lifecycles. You will be responsible for supporting programs ensuring that Quality Assurance technical requirements are developed using approved development processes and procedures. You will create or tailor existing planning to administer customer and internal quality requirements to cross‑functional program teams, Quality Assurance disciplines supporting the programs, and the supply base.
This is an “Onsite” role based in Tucson, Arizona.
What You Will Do
- Lead, coach and mentor program stakeholders in routine settings and difficult situations.
- Represent Quality Assurance (QA) on a program, project, and/or capture team including writing basis of estimates (BOE’s) for the quality portion of program bids.
- Represent QA, participate, approve Program’s Risk & Opportunity (R&O), Estimate at Complete (EAC).
- Leverage QA best practices to influence business decision makers to assure efforts are properly focused on customer priorities and requirements associated with mission success.
- Communicate program goals, targets, requirements and customer feedback to Operations Quality, Supplier Quality, Software Quality and other QA disciplines, cross‑functional program teammates and supply base to assure alignment.
- Provide program direction to assure quality tasking is accomplished within budget, on time and as defined in program planning.
- Define, evaluate and report‑out QA metrics to Program and QA LT.
- Establish customer relations and process and validate customer corrective action requests.
- Assess the impact of potential customer escapes.
- Ensure reviews and assessments of program performance are conducted, including but not limited to, technical assessments of systems engineering, Quality Assurance (QA), lessons learned, production and programmatic (cost, schedule, and risks) practices.
- Assuring Quality Management System (QMS) processes are defined and implemented.
- Review and approve program documentation, including but not limited to, specifications, requirements, source control drawings, altered item drawings, assembly drawings, test plans, procedures, instructions and standard operating procedures prior to release for correctness to technical standards.
- Act as the voice of the customer to assure mission results.
- Support and implement Advanced Product Quality Planning in accordance with Raytheon Command Media and AS9145, as applicable.
- Manage QA teams in performing to expectation and mentoring employees in talent enhancement and new systems and processes.
- Guide/Support RTX Customer Oriented Results and Excellence (CORE) projects.
Qualification You Must Have
- Typically requires Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of ten (10) years of relevant experience in the areas below;
- Experience applying and adhering to Commercial and Aerospace / Defense regulations and/or standards IS09001, AS9100, AS9102, AS9145.
- Experience collaborating with program stakeholders to develop practical solutions to complex problems.
- Experience translating external and internal requirements and command media.
- Experience creating relationships with program management, cross‑functional program stakeholders, suppliers, customers and government representatives.
- Experience in predictive and proactive measures and metrics assessments and taking actions to improve performance or mitigate problems.
- Experience in audits, nonconformance review boards (MRB/FRB), and Quality Management Systems.
- Experience using quality tools, such as Compliance Matrix Reviews, Control Plans, Process Flow Diagrams, Measurement Systems Analysis, SPC, PFMEA, First Article Inspections.
- Experience in program pursuit and capture and completion of Basis of Estimates (BOE).
- Experience writing reports and presenting to key stakeholders.
- Experience using Microsoft Office Word, Excel, and PowerPoint.
- Ability to travel as needed for business needs (not expected to exceed 25% of time).
- Active and transferable Secret U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Work experience in the Aerospace or Defense industry and/or with international customers.
- ASQ Quality Certification.
- Experience working in Raytheon Corrective Action System (RCAS) or other proven closed‑loop corrective action system.
- RTX Customer Oriented Results and Excellence (CORE) or Industry Six Sigma Certification.
- Experience with Earned Value Management, Cost Account Management, and Risk and Opportunity Management.
- Working experience in both production and design phases of a program.
- Experience with Material and Failure nonconformance review boards (Material Review Board/Failure Review Board).
- Experience working with systems engineering, reliability and system safety requirements.

Salary Range
The salary range for this role is 132,400 USD – 251,600 USD. The salary range provided is a good‑faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
