How You’ll Make An Impact
Full-Cycle Recruitment
- End-to-End Ownership: Lead full-cycle recruitment for Project Manager, Senior Project Manager, Superintendent, Estimator, General Manager, and other mid-to-senior operational roles across all GreenArrow companies and disciplines.
- National Search: Actively recruit across the country; travel to where the talent is, attend industry events, and build relationships in every major construction and infrastructure market.
- Industry Expertise: Leverage deep knowledge of the construction and infrastructure sector to identify qualified candidates others cannot find and evaluate them with credibility.
- Speed & Quality: Deliver high-quality candidates with urgency; build and maintain active pipelines so GreenArrow is never starting from zero when a critical role opens.
Talent Pipeline & Workforce Development
- Pipeline Strategy: Build and maintain proactive talent pipelines for critical and recurring roles across the GreenArrow portfolio; not just reactive recruiting, but always-on talent development.
- Workforce Development: Partner with operational and HR leadership to identify workforce gaps, succession risks, and emerging talent needs; translate those insights into proactive sourcing and pipeline strategies.
- Market Mapping: Continuously map the talent landscape in GreenArrow’s key disciplines and markets; know where the best people are, who they work for, and when they might be ready to move.
- Internship & Early Career: Develop and manage programs that bring early-career talent into the GreenArrow ecosystem; building the next generation of PM-track candidates from the ground up.
Sourcing & Industry Engagement
- Multi-Channel Sourcing: Deploy a diverse sourcing strategy including LinkedIn, Indeed, industry associations, trade schools, university programs, referral networks, and direct outreach.
- Industry Presence: Represent GreenArrow at construction industry conferences, trade associations, union halls, and workforce development events.
- Referral Networks: Cultivate deep referral relationships within the construction and infrastructure community; surface candidates before they hit the open market.
- Employer Brand: Partner with HR and marketing to strengthen GreenArrow’s employer brand in the construction and infrastructure talent market.
Process, Data & Partnership
- Hiring Manager Partnership: Partner closely with operational leaders and General Managers to understand role requirements, team dynamics, and the profile of the ideal candidate; serve as a trusted advisor throughout the hiring process.
- Interview Process: Design and facilitate structured, consistent interview processes for mid-to-senior roles; train hiring managers on effective, legally compliant interviewing practices.
- Offer & Close: Lead offer development and negotiation for senior-level hires; manage candidate experience through close and onboarding handoff.
What You Bring
Education & Experience
- Bachelor’s degree in Human Resources, Business Administration, or a related field preferred; equivalent experience will be considered.
- 5+ years of talent acquisition experience with a strong focus on construction or infrastructure; this is non-negotiable.
- Demonstrated success recruiting Project Manager-level and above candidates in construction disciplines including utility, roads and bridges, electrical, traffic signals, or ITS.
- Proven full-cycle recruiting experience in a national or multi-market environment.
- St. Louis, MO area base preferred; must be willing to travel nationally on a regular basis.
Industry Knowledge
- Deep, credible knowledge of the construction and infrastructure industry.
- Familiarity with union and non-union construction environments; understanding of prevailing wage, Davis-Bacon, and related considerations.
- Existing network of construction and infrastructure professionals across multiple disciplines and geographies.
Talent Acquisition Expertise
- Expert-level sourcing skills; LinkedIn Recruiter, Boolean search, direct outreach, and referral cultivation.
- Strong interviewing and assessment skills; ability to evaluate candidates with credibility in technical construction disciplines.
- Proven ability to manage a high-volume, high-complexity requisition load without sacrificing quality.
- Proficiency with ATS platforms and recruiting technology.
Communication & Influence
- Outstanding relationship-building skills with candidates, hiring managers, industry contacts, and HR partners.
- Excellent written and verbal communication; able to represent GreenArrow professionally and compellingly in any environment.
- Self-directed and entrepreneurial; thrives in an environment where the function is being built, not just maintained.
