Senior Product Manager – Medicaid Eligibility (Pilot Program)

Overview

We are seeking an experienced Senior Product Manager to lead a Medicaid eligibility outcomes pilot initiative. This role will provide strategic leadership across cross-functional teams, including policy, operations, eligibility, and IT, with a focus on improving beneficiary and workforce outcomes while ensuring compliance with federal and state regulations.

Key Responsibilities

Product Strategy & Leadership

• Serve as the Senior Product Manager for the Medicaid eligibility outcomes pilot, driving strategy and cross-functional alignment
• Define and own the product vision aligned with Medicaid program goals, compliance requirements, and measurable outcomes
• Lead prioritization decisions by balancing user needs, business goals, policy constraints, and technical feasibility

Performance & KPIs

• Establish, track, and report Key Performance Indicators (KPIs) such as:
  • Reduction in procedural terminations
  • Increase in ex parte renewal rates
  • Reduction in eligibility worker administrative burden
  • Improvement in renewal and retention rates

Stakeholder Management

• Collaborate with program staff, IT teams, executive leadership, and external partners
• Present insights, recommendations, and trade-offs to senior leadership
• Drive alignment and secure stakeholder buy-in

Product Development & Delivery

• Translate business needs, user research, and policy requirements into product roadmaps and prioritized backlogs
• Define clear user stories and acceptance criteria
• Partner with engineering, design, and business teams to deliver features end-to-end
• Manage product lifecycle from concept through launch and post-launch evaluation

Process Improvement & Innovation

• Analyze and improve Medicaid eligibility, enrollment, and renewal processes
• Convert research findings, journey maps, and service blueprints into actionable product solutions
• Support AI-driven insights, analytics, and process optimization where applicable

Compliance & Governance

• Ensure adherence to:
  • CMS Medicaid regulations
  • Accessibility standards (Section 508, WCAG)
  • Data privacy and security policies
• Follow PMO processes, change control, and governance frameworks

Agile & Team Enablement

• Promote Agile methodologies (Scrum/Kanban) across teams
• Mentor team members on modern product management practices
• Build long-term organizational capability and knowledge sharing

Required Qualifications

• Proven experience as a Senior Product Manager in complex, cross-functional environments
• Strong experience in product strategy, roadmap planning, and delivery management
• Experience working with government programs, healthcare, or regulated industries (Medicaid preferred)
• Strong understanding of Agile methodologies and product lifecycle management
• Excellent stakeholder management and communication skills
• Ability to translate business, policy, and user needs into technical requirements

Preferred Qualifications

• Experience with Medicaid eligibility systems, enrollment, or renewal processes
• Knowledge of CMS regulations and compliance frameworks
• Familiarity with human-centered design, service design, or journey mapping
• Experience working with data analytics, KPIs, and performance tracking

Education

• Bachelor’s degree in Business, Technology, Public Policy, or related field (Master’s preferred)
