Role Description

The Project Manager, Submittals will support heavy civil and rail infrastructure projects in the Greater Toronto Area and will be responsible for managing the submittal process to ensure that project documentation is submitted, reviewed, and approved in accordance with contractual requirements, technical specifications, and project schedules. The role requires close coordination with project managers, engineers, contractors, and clients to facilitate effective communication and ensure that all documentation is properly tracked and processed throughout the submittal lifecycle.

The Project Manager, Submittals will oversee the submittals team and provide leadership in managing documentation workflows, ensuring quality control, and maintaining accurate records of submissions, revisions, and approvals. This position will play a key role in maintaining compliance with project requirements while supporting efficient project delivery through proactive coordination and reporting. The role operates in a hybrid work environment and requires regular attendance at the Toronto office.

Role Accountabilities

  • Manage the overall submittal process to ensure that all project documentation is prepared, submitted, reviewed, and approved in a timely and compliant manner.
  • Develop and maintain submittal schedules, monitor submission status, and ensure that documentation aligns with project specifications, contractual obligations, and quality standards.
  • Coordinate closely with project managers, engineers, architects, subcontractors, and client representatives to address submittal requirements and ensure effective communication across project teams.
  • Oversee the preparation and distribution of submittal packages, track outstanding items, and follow up with responsible parties to maintain progress and resolve issues.
  • Review construction drawings, technical specifications, and related documentation to confirm completeness and compliance with project requirements.
  • Maintain detailed records of all submissions, revisions, and approvals while preparing regular reports on submittal status and documentation progress for project stakeholders.
  • Ensure that quality control procedures are followed and assist in addressing any discrepancies or non‑compliance issues that arise during the submittal process.

Qualifications & Experience

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related discipline (equivalent experience in construction or infrastructure projects may also be considered).
  • Minimum of ten years of relevant experience within construction, engineering, or infrastructure project environments.
  • At least two years in a leadership or management role related to submittals or document control.
  • Strong understanding of construction drawings, specifications, and technical documentation.
  • Familiarity with construction contract requirements and project delivery processes.
  • Experience working on large infrastructure projects (preferred).
  • Familiarity with Metrolinx project agreements, particularly Schedule 10 requirements (considered an asset).
  • Strong organizational, communication, and problem‑solving skills with the ability to manage multiple priorities in a fast‑paced project environment.
  • Proficiency with project management tools and document control systems.
  • Ability to collaborate effectively with multidisciplinary teams and stakeholders.

Salary Range

The salary range for this position is $93,000 – $139,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
