Deliverables
The organization is seeking to engage a Senior Technical Business Analyst (Level 3) to support various IT initiatives over a 12–24 month period (based on a 35-hour work week, with potential extensions depending on project approvals).
The role involves translating high-level business needs into actionable technical specifications to support operational technology projects, particularly within engineering and public works environments. These initiatives may include systems such as SCADA, route management tools, GIS platforms, and other operational technologies.
Multiple candidates may be selected from this RFQ to perform similar services across different initiatives.
Requirements

Education
- Undergraduate degree in Business Administration, Engineering, Computer Science, or a related field (or equivalent combination of education and experience)
- Business Analysis certification (e.g., CBAP, PMI-PBA) is considered an asset
Experience
- Minimum 5 years of experience as a Senior Technical Business Analyst on IT projects (more experience preferred)
Candidate Responsibilities & Skills
- Work alongside Project Managers to deliver technical business analysis throughout the project lifecycle
- Facilitate and lead requirements-gathering and review sessions
- Develop business, functional, and technical requirements documentation
- Model and document system features, specifications, and constraints
- Lead workshops with business and technical stakeholders for requirements and solution design
- Demonstrate strong technical understanding of:
- Data management and analytics
- System architecture and integration
- Software development lifecycle (SDLC)
- Create and maintain project documentation, including:
- Project scope
- Business requirements
- Process flow diagrams
- Test plans
- Communication plans
- Operating models
- Work with stakeholders to document current and future-state processes
- Support program planning and delivery activities
- Identify and recommend business process improvements and modelling opportunities
- Maintain accurate and up-to-date project documentation
- Contribute to solution design by defining functional, non-functional, and data requirements
- Support change control processes in coordination with operations teams
- Coordinate system testing activities, including integration, load, and failover testing
- Collaborate with vendors, technical teams, and business users to implement automated processes and support models
- Plan and support User Acceptance Testing (UAT) activities
- Provide strong facilitation and communication across stakeholder groups
- Experience working in public sector environments is required
