Senior Technical Proposal Writer – Digital & AI Programs

Education

• Mandatory: Bachelor’s degree in Communications, Public Policy, International Development, ICT4D, or a related field
• Preferred: Master’s degree in Communications, Public Policy, International Development, or a related discipline

Certifications (Preferred)

• PMP (Project Management Professional) or Agile/Scrum certifications
• Certifications in:
  • Technical Writing / Proposal Development
  • Business Development / Capture Management
  • AI, Data Governance, or Digital Transformation (preferred but not mandatory)

Experience Mandatory

• Minimum 7+ years of relevant professional experience in digital technology, ICT4D, proposal writing, business development, or related sectors
• 5–10+ years of experience writing technical narratives for:
  • Digital transformation programs
  • AI, data, and technology proposals

Demonstrated Experience

• Contributing to winning proposals for foundations, bilateral, or multilateral donors
• Developing technical sections, concept notes, and full proposal responses

Core Skills

• Strong ability to:
  • Translate complex technical concepts into clear, compelling narratives
  • Align proposals with donor requirements and evaluation criteria

Preferred Experience

• Experience working in public-sector or international development environments, including low- and middle-income countries
• Experience supporting donor-funded programs (e.g., USAID, World Bank, UN, etc.)

Familiarity With

• Digital transformation, AI, and data systems concepts
• Capture strategy, pipeline development, and opportunity positioning
• Human-centered design and agile methodologies

Technical Competencies

• Proven ability to develop high-quality technical content and proposals in:
  • Digital technology
  • AI and data systems
  • Development sector programs
• Strong knowledge of:
  • Proposal development lifecycle (capture → drafting → submission)
  • Donor compliance requirements and evaluation frameworks
  • Technical writing standards and structured documentation
• Familiarity with:
  • Digital strategy, AI, and data-related technical concepts
  • Responsible, inclusive, and ethical technology practices

Roles & Responsibilities

• Develop and write technical proposal sections, concept notes, and donor-facing narratives for digital and AI programs
• Review, edit, and refine technical content for clarity, accuracy, and compliance
• Translate complex technical inputs into compelling, high-quality proposals
• Support capture and business development efforts, including opportunity analysis and positioning
• Collaborate with subject matter experts to structure technical solutions and approaches
• Ensure alignment with donor priorities, evaluation criteria, and compliance requirements
• Develop pitch decks, presentations, and strategic communication materials
• Contribute to thought leadership (briefs, white papers, technical insights)
• Maintain proposal templates, content libraries, and knowledge repositories
• Strengthen technical narratives, win themes, and resource mobilization efforts
• Coordinate with cross-functional teams (technical, program, and strategy)
• Provide guidance on proposal quality, structure, and messaging strategies
