BlueCross BlueShield of Tennessee is hiring a Senior Technical Recruiter to support full-cycle recruitment across the enterprise. In this consultative role, you’ll serve as a trusted advisor to hiring managers and senior stakeholders, translating market research, competitive intelligence, and compensation data into actionable hiring strategies.

- Expertise in technical and engineering hiring, including evolving and competitive talent markets
- Experience influencing (with or without authority) and building long-term, trust-based partnerships
- Proven ability in leveraging data to guide decision-making and solve complex hiring challenges
- Excellent written and verbal communication skills, adaptable to technical, executive, and cross-functional audiences
- Demonstrated commitment to delivering a high-quality candidate experience

- A solutions-oriented mindset, with examples of designing or driving innovative recruiting strategies
- Excitement around & experience levering generative AI, agentic AI and/or AI tools (e.g., Copilot, Claude, HiredScore, Paradox)

- Willingness to work onsite from our Chattanooga, TN headquarters occasionally (although this role is otherwise remote)

Job Responsibilities
- Serve as a strategic partner to hiring managers by educating, advising, and counseling on recruiting strategies, labor market conditions, and best practices aligned to organizational goals.
- Lead full-life cycle recruiting for professional and hard-to-fill positions, including intake, sourcing, interviewing, selection, and offer processes.
- Develop and execute internal and external sourcing strategies to attract qualified and diverse candidate pools.
- Apply advanced recruiting techniques and methodologies to identify and engage candidates with complex skill requirements.
- Manage relationships with third-party recruiting vendors and oversee related contracts and deliverables.
- Conduct and coordinate interviews, facilitate selection decisions, and extend and negotiate employment offers.
Job Qualifications
Education
- Bachelor's Degree or equivalent work experience required.
- Equivalent experience is defined as 4 years of professional work experience in a corporate environment
Experience
- 3 years - Hands-on recruiting experience to include full-life cycle recruiting, including demonstrated success in identifying and filling jobs with complex search criteria.
- 1 year of recruiting in hard to fill/professional positions (ex: clinical, technical, finance)
Skills/Certifications
Strategic recruiting and sourcing expertise in a fast-paced environment
Strong communication, interpersonal, and organizational skills
Ability to manage multiple priorities independently and collaboratively
High attention to detail with comfort navigating ambiguity
Proficiency with Microsoft Office applications
Recruiting, interviewing, checking references, making offers, and assisting in the successful onboarding of new employees. conducting orientation for new employees
Developing plans for sourcing appropriate candidates, conducting the interview process, and extending offers to selected candidates while maintaining a low cost per hire
Performing advanced recruiting techniques and assignments, developing internal/external recruiting strategies, and managing third party vendor contracts
Educating, advising, and counseling hiring managers regarding recruiting strategies and best practices that support the goals and direction of the organization
