About the role
Overview
The Case Management Modernization (CMM) Program aims to build a modern, cloud-based system for the Administrative Office of the U.S. Courts. This solution will support Appellate, District, and Bankruptcy courts and replace the legacy CM/ECF system. The Senior Business Analyst will work within an Agile team to design, develop, and support enterprise-level applications.
Key Responsibilities
- Participate in Agile ceremonies, sprint planning, and backlog grooming
- Define and manage backlog decomposition strategy
- Maintain a well-prioritized backlog (minimum 4 sprints ready)
- Collaborate with stakeholders, Product Owners, and technical teams
- Define and enforce Definition of Ready (DoR) and Definition of Done (DoD)
- Identify risks, issues, and provide mitigation strategies
- Create and maintain process maps (Microsoft Visio)
- Conduct business process analysis & workflow optimization
- Support testing teams with test cases and validation
- Ensure deliverables meet business and technical requirements
- Drive continuous improvement and customer satisfaction
Required Experience
- 5+ years as Business Analyst in Agile environment
- Strong experience in:
- Requirement gathering & documentation
- User story creation with acceptance criteria
- Business process modeling & re-engineering
- Experience with:
- Cloud-based systems & legacy integrations
- Microservices & event-driven architecture
- Workflow systems and rule-based UI design
- Technical exposure to:
- React, Node.js (preferred)
- COTS tools (Camunda, Flowable, SharePoint, etc.)
- Ability to perform:
- Gap analysis
- Workflow analysis
- Solution design & technical discussions
Qualifications
- Bachelor’s or Master’s Degree
- Experience supporting Product Owner & Agile teams
- Strong analytical, communication, and documentation skills
- Experience in testing support (UAT, validation, test cases)

- Salary Range: $83,927 – $113,549 (based on experience & location)
